About this file
This is a Sole Source Justification and Recommendation document issued by the National Aeronautics and Space Administration (NASA) Shared Services Center dated March 15, 2017 (Version 2.0).
NASA recommends negotiating exclusively with EXCEL TECHNOLOGIES, INC. for a one-year annual service contract to provide maintenance support for an existing Extec Labcut 5000 Series Advanced Precision Composite Plate Saw (Contract Number F/LABCUT 5000 50484). The estimated period of performance is one year ARO (As Required/As Needed). Excel Technologies, Inc. is identified as the exclusive authorized provider of compatible and authorized maintenance services for this specialized equipment, with no approved resellers authorized to perform the required maintenance. The justification for sole source procurement emphasizes that ongoing maintenance support is critical to prevent equipment downtime, reduce repair costs, maintain operational readiness, and protect the Government's investment in the specialized equipment. The document notes that using an unauthorized third-party provider could void the existing warranty, result in additional repair costs, equipment downtime, and loss of manufacturer support, thereby negatively affecting mission-critical production and delaying fabrication of essential components. The renewal of this maintenance agreement is determined to be reasonably available from only one source, and competition is considered impractical given the manufacturer's exclusivity requirements and the equipment's mission-critical operational status.

Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with EXCEL TECHNOLOGIES, INC. only for EXperTEC 1 YEAR ANNUAL SERVICE CONTRACT F/LABCUT 5000 50484. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1 Year ARO.

Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The renewal of the one-year EXPERTEC maintenance agreement is necessary to ensure the continued operational readiness and reliability of the Government’s existing Extec Labcut 5000 Series Advanced Precision Composite Plate Saw. Ongoing maintenance support is critical to prevent equipment downtime, reduce the risk of costly repairs or failures, and maintain availability for mission-critical manufacturing needs. Failure to maintain this equipment may lead to unexpected repair expenses, production delays, and disruptions in the fabrication of essential parts. Renewing the annual maintenance contract will protect the Government’s investment in this specialized equipment, mitigate operational risks, and support the continuity of mission-critical operations. Therefore, maintaining this coverage is essential to sustain equipment performance and minimize potential financial and operational impacts associated with unplanned breakdowns.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Excel Technologies, Inc. is the exclusive provider of compatible and authorized maintenance services for the Government’s existing Extec Labcut 5000 Series Advanced Precision Composite Plate Saw. The company has confirmed that no approved resellers are authorized to perform the required maintenance, establishing Excel Technologies, Inc. as the sole source for this specialized support. Engaging an unauthorized third-party provider for troubleshooting, repair, or maintenance may void the existing warranty and could result in additional repair costs, equipment downtime, and loss of manufacturer support. Any disruption to the operation of this specialized equipment could negatively affect mission-critical production and delay the fabrication of essential components. Therefore, awarding this contract to Excel Technologies, Inc. is essential to secure authorized maintenance services, protect the Government’s investment, reduce operational and financial risks, and ensure the equipment’s reliability and availability in support of mission-critical operations.
