About this file

This is a Statement of Work (SOW) for NASA/Goddard Space Flight Center (GSFC) dated October 14, 2026, authored by Matthew L. Walker McLinden, for microwave instrument interface design and analyses work supporting NASA's WB-57 aircraft airborne science missions.

The contractor shall design and analyze mechanical structural interfaces for three microwave instruments—the High-Altitude Wind and Rain Airborne Profiler (HIWRAP), the Microwave Barometric Radar and Sounder (MBARS) or Cloud Radar System (CRS), and the Configurable Scanning Submillimeter-wave Instrument/Radiometer (CoSSIR)—that will be mounted together on a 6-foot pallet. The work period extends from task award through April 1, 2027. Four primary deliverables are required: (1) mechanical design of the WB-57 pallet insert structure compliant with WB-57 Experimenter's Handbook AOD 33890 Rev C PCN 2 (August 2023), including the HIWRAP 18.5-inch Gaussian optics lens antenna in nadir configuration, a second Ku-band (13.56 GHz) antenna with 12-inch aperture capable of cross-track scanning ±40 degrees with 0.6-second full scan repeatability and specific mirror flatness (better than 150 microns) and surface roughness (no more than 50 microns) requirements, and the CoSSIR and CoSMIR systems; (2) structural mounting plates accommodating mass plus 25 percent for ten specified electronics boxes totaling approximately 495 pounds; (3) mechanical analysis of all designed structures per WB-57 handbook requirements, excluding mounted components except for their structural impact; (4) fabrication drawings of all designed structures; and (5) a 3D model in .stp format. The design must include at least one additional auxiliary port for future instrumentation additions and accommodate required ultimate load factors and differential pressure conditions.

Statement of Work for NASA/Goddard Space Flight Center (GSFC) Microwave Instrument Interface Design and Analyses Work for NASA’s WB-57 Aircraft

Date: 10/14/2026

Author: Matthew L. Walker McLinden

Objective NASA/Goddard Space Flight Center seeks to leverage previous design and analysis work performed to design and analyze mechanical structural interfaces for microwave instruments to fly on the NASA WB-57 for airborne science. These instruments include the High-Altitude Wind and Rain Airborne Profiler (HIWRAP), the Microwave Barometric Radar and Sounder (MBARS) or Cloud Radar System (CRS), and the Configurable Scanning Submillimeter-wave Instrument/Radiometer (CoSSIR).

These instruments will fly in together on a 6-foot pallet in the WB-57 aircraft. The mechanical structural interface will accommodate required ultimate load factors and diƯerential pressure with the instruments installed.

Period of Performance The period during which the work for this task shall be performed is from task award thru April 1, 2027.

Deliverables

1. Mechanical design of the WB-57 pallet insert structure to mount and support the instruments.

The mechanical design shall be consistent with the requirements specified in the WB-57 Experimenter’s Handbook AOD 33890 Rev C PCN 2 dated August 2023.

The mechanical design shall include the HIWRAP 18.5-inch diameter Gaussian optics lens antenna (GOLA) pointing in a nominally nadir configuration.

The mechanical design shall include a second Ku-band (13.56) GHz antenna with a 12-inch aperture configured to scan cross-track to at least +/- 40 degrees using an aluminum flat splash-plate reflector. The scanner shall be able to repeat a full cross-track scan (two-way) every 0.6 s. The flatness of the mirror shall be better than 150 microns with a surface roughness of no more than 50 microns, and shall have at least 0.75” margin on the 12” aperture on all sides.

The mechanical design shall include the Configurable Scanning Submillimeter-wave Instrument/Radiometer (CoSSIR) and the Conical Scanning Millimeter-wave Imaging Radiometer (CoSMIR).

The mechanical design shall include structural mounting plates that accommodate the mass+25% and volume of the following boxes. These boxes exist, and do not need to be designed or analyzed as part of this work.

o Cloud Radar System (CRS) transceiver.

21” + 4” connectors x 15” x 8”, 75 lbs.

o CRS power distribution unit (PDU) 16” + 4” connectors x 10” x 7”, 40 lbs.

o CRS radar digital unit (RDU) 16” + 4” connectors x 10” x 7”, 40 lbs.

o HIWRAP intermediate frequency (IF) box 18” + 4” connectors x 16” x 6.5”, 45 lbs.

o HIWRAP Ku-band transceiver 21” + 4” connectors x 14” x 9”, 60 lbs.

o HIWRAP Ka-band transceiver 21” + 4” connectors x 14” x 9”, 60 lbs.

o HIWRAP PDU 16” x 14” x 3.5”, 10 lbs.

o HIWRAP data system 13” x 15” x 8”, 25 lbs.

o COSMIR Electronics Box 27” x 15” x 8.5”, 40 lbs.

o COSSIR Electronics Box 27” x 15” x 8.5”, 40 lbs.

The mechanical design shall include at least one additional auxiliary port to allow future addition of other instrumentation.

2. Mechanical analysis of all designed structures per the WB-57 experimenter’s handbook.

a. The mechanical analysis shall include all designed structures.

b. Mounted structures (including electronics boxes, instruments, and antennas) shall not be included in this analysis other than through their impact on the designed structures.

3. Fabrication drawings of all designed structures.

4. 3D model of designed structure in .stp format.
