About this file

This is a Questions and Answers document for NASA Solicitation 80NSSC27944226Q regarding a Leadership Development Program for supervisors at Glenn Research Center.

The solicitation is a firm-fixed-price contract set aside for small businesses, with an anticipated award date and first session planned for January 2027. The program targets approximately 20 to 30 supervisors over a seven-month performance period. NASA requires pricing for 30 participants at a fixed rate regardless of lower enrollment, with travel to Glenn Research Center included. Offerors should provide pricing broken down by sessions, coaching, and assessments, with monthly invoicing permitted as deliverables are completed. The program comprises six monthly full-day in-person sessions and a half-day capstone, with no alternative formats accepted. Two individual coaching sessions per participant are required anytime during the six-month period, ideally between sessions 2 and 4, and may be conducted virtually. Assessments must include validated strengths instruments (VIA Character Strengths or equivalents) and multi-rater emotional intelligence assessments (ESCI or equivalents). Facilitators must be U.S. citizens with Real IDs; facilitator teams may share delivery responsibilities, and certified practitioners may be engaged to administer specialized instruments. Discovery activities and monthly evaluations are required, with the contractor proposing the evaluation methodology and report template. NASA will provide leadership competency model and directives post-award and will retain unlimited rights to adapted materials. Facilitators require visitor badges without PIV credentials, and NASA will reschedule sessions and extend the period of performance if necessary due to Center closures, weather, or mission needs.

NASA Leadership Development Program Vendor's Questions and Customer Response - 80NSSC27944226Q

Questions:

1. RFQ Section 5. Section 5 provides for award to the lowest-priced, technically acceptable quote, but it does not describe the technical content required. Please identify what NASA will evaluate (e.g., approach by module, facilitator and coach qualifications, past performance) and any page limits. May offerors include a sample session plan and sample participant materials? A defined list will let NASA compare quotes on the same basis. Alignment with the SOW.

2. SOW, Scope of Work and Performance Period. The SOW specifies six monthly full-day sessions and a half-day capstone over seven months. Would NASA consider an alternate format that achieves the desired result in a more efficient schedule/agenda? For example: three two-day sessions over three to four months, with coaching between sessions – or – three one-day sessions with the appropriate agenda. This would concentrate supervisors’ time away from their teams into fewer blocks and allow skills to be practiced over consecutive days.

No, in person sessions are preferred.

● If NASA is open to this, may offerors submit an alternate quote under FAR 52.212-1(e) alongside a quote that follows the current schedule?

3. SOW, Scope of Work. The SOW requires two coaching sessions per participant “during the six month duration,” plus check-ins between sessions. To fit supervisors’ schedules, may coaching and check-ins be held by phone or video?

Two individual coaching sessions per participant. Anytime in the 6 month period – ideally between sessions 2 and 4. The sessions can be virtual.

4. SOW, Modules 1 and 2. The SOW calls for a validated strengths assessment, such as the VIA Character Strengths Assessment, and a multi-rater assessment, such as the Emotional and Social Competency Inventory

(ESCI).

Please confirm that equivalent validated instruments meet the requirement if they measure the competencies described in each module. We would prefer the assessments listed. However, are open to equivalent assessments that meet the intent for assessing strengths and emotional intelligence.

● Where an instrument requires a certified practitioner, may the offeror engage one to administer it and deliver feedback? Yes.

● How many raters per participant does NASA anticipate, and who will identify them? There is no cap on raters. The participants will identify their raters.

5. RFQ Sections 1 and 4. The RFQ is set aside for small businesses, but Section 4 does not list FAR 52.219-6 or 52.219-14.

● Please confirm whether FAR 52.219-14, Limitations on Subcontracting, applies, and whether NASA places any other limits on subcontracted practitioners for facilitation, assessment or coaching.

● Must one lead facilitator deliver every session, or may qualified facilitators from the offeror’s team share delivery? It does not need to be the same facilitator; however, each person must be a U.S. citizen and possess a real ID.

6. RFQ Section 4 (NFS 1852.216-78) and SOW, Target Audience. The order is firm-fixed-price for approximately 20 to 30 supervisors; the SOW Objectives refer to approximately 30.

● Should offerors price for 30 participants, with the price unchanged if enrollment is lower? Yes. n our experience, workshops beyond 24 participants begin to dilute the experience and outcomes (trying to find the word – dilute the closeness to the stuff with the people…). Having more than 30 might XYZ (be counterproductive).

● Should travel to Glenn Research Center be included in the firm-fixed price?

Yes.

● Does NASA prefer a single total price or a breakdown by sessions, coaching and assessments? Breakdown is preferred.

● Given the seven-month period of performance, may the contractor invoice monthly as sessions and deliverables are completed? Yes.

7. SOW, Performance Period and NASA Responsibilities; RFQ Section 4 (FAR

52.204-9).

● What is the anticipated award date, and does NASA have a target month for Session 1? The first session is planned for January 2027.

● If a session is postponed because of a lapse in appropriations, a Center closure, weather or mission needs, how will NASA handle rescheduling, any extension of the period of performance, and non-refundable travel costs already incurred? Yes, GRC will work with the vendor to reschedule the session and extend if necessary.

● Will facilitators be processed as escorted visitors, or will PIV credentials be required? What lead time should offerors plan for, and are there restrictions on bringing hands-on training materials or presentation equipment onto the Center? No PIV is required – a visitor badge will be used. The facilitator(s) must be a U.S. citizen and possess a real ID.

8. SOW, Scope of Work and Objectives. The SOW calls for content aligned with NASA leadership expectations, workforce directives and organizational priorities.

Please identify the NASA leadership competency model, directives and initiatives the content should reflect. Content should include leadership expectations, competencies, and the leadership framework. This information will be provided after award.

● May modules use current Glenn workplace challenges, selected with NASA, as the basis for team exercises, so participants practice new skills on real work? Yes.

9. SOW, Deliverables. The SOW requires participant survey and discovery activities within 30 days of award, monthly evaluations and a final evaluation report.

● May discovery include short interviews with participants’ supervisors and a brief preview session with NASA program stakeholders, so the format can be confirmed before Session 1? No, content design will be work through out L&D function.

● Does NASA have a required evaluation instrument or report template, or will the contractor propose one? The contractor will propose it.

● Would it be possible to achieve these results via other methods, like during the first workshop with participants? This would allow for much richer data.

10. SOW, Scope of Work; RFQ Section 4 (FAR 52.212-4).

● May offerors give participants access to online program materials, such as module summaries, recorded content or a resource library, during and after the program? If so, does NASA have IT security, Section 508 accessibility or data requirements for third-party platforms? Contractors are not required to have a repository; however, materials can be sent to individuals electronically. The materials can also be sent to the government POC to be distributed to participants.

• If an offeror uses existing copyrighted curriculum customized for NASA, please confirm that those materials remain the offeror’s property under its standard commercial license, and identify any rights NASA requires to reuse them. NASA will expect unlimited rights to the adapted materials.
