STATEMENT OF WORK
COASTER Winch
1. Objective/Requirements
The contractor shall provide two (2) complete Atlas APA-2 Winch Mod systems (Kit PN
19785) to support continued operations of the Counterweight Offload Astronaut Suited
Test and Evaluation Rig (COASTER) at NASA Johnson Space Center.
COASTER is a NASA-managed commercial acquisition that enables terrestrial simulation of partial gravity environments, most notably lunar gravity, through mechanical offloading of human and hardware payloads. The winch systems are safety-critical load-bearing components that enable counterweight offloading for suited and unsuited astronaut testing, crew mobility performance studies, spacesuit integration assessments, and Artemis program crew operations development under reduced gravity conditions.
The equipment shall be capable of:
• Personnel-rated hauling capacity of 850 pounds via approved mechanical advantage configuration snatch block configuration to support suited astronaut offloading operations
• Redundant primary and backup braking systems for fail-safe load control during human-rated testing
• Emergency mechanical descent capability without battery power to ensure crew safety in all failure modes
• Compact physical envelope compatible with COASTER's existing structural frame and mounting interfaces
• Interchangeable battery systems to minimize operational downtime during extended test sessions
• Remote control capability (wireless or wired) for flexible test operations
• Overload protection via torque-limiting clutch to prevent equipment damage and ensure crew safety
• Full compliance with applicable portions of ANSI Z359.4-2013, ANSI Z117.1-
2022, OSHA 1926.502, OSHA 1910.140, and OSHA 1910.66 personnel fall protection and confined space entry standards
2. Characteristics, Scope, and Specifications
2.1 Equipment Specifications (Salient Characteristics)
The contractor shall provide two (2) complete Atlas APA-2 Winch Mod systems meeting the following salient characteristics:
Kit Configurations:
• Complete Kit PN 19785 consisting of:
o PN 19786: APA-2 Winch Mod Body o PN 01489: Standard Battery o PN 01493: BC3.2 Battery Charger o PN 19787: APA-2 Winch Mod Remote Control
Physical Specifications:
• Maximum weight with standard battery: 65 pounds
• Maximum dimensions with standard battery: 20" × 12" × 10"
• Construction: Majority aluminum and stainless steel materials
• All-metal load-rated housing suitable for indoor facility use
Load Capacity and Performance:
• Minimum hauling capacity: 850 pounds via approved mechanical advantage configuration
• Cable: 7/32" galvanized steel cable (standard rope diameter)
• Cable length: Minimum 65 feet direct / 32 feet in approved mechanical advantage configuration
• Redundant braking: Primary brake AND backup brake systems
• Overload protection: Torque-limiting clutch to prevent equipment damage
Operational Capabilities:
• Remote control: Wireless OR wired remote operation
• Battery system: Interchangeable batteries (Atlas Batt-STD, Low Profile, or
Milwaukee 18V options)
• Emergency backup: Manual hand crank for mechanical descent/ascent without battery power
• Ergonomic safety interlock for operational control
• Operating temperature range: -10°F to +120°F
Safety and Certifications:
The equipment shall meet or exceed applicable portions of the following safety standards and certifications:
Winch Module Certifications:
• ANSI Z359.4-2013 (Safety Requirements for Assisted-Rescue and Self-Rescue
Systems, Subsystems and Components)
• ANSI Z117.1-2022 (Safety Requirements for Confined Spaces)
• OSHA 1926.502 (Fall Protection Systems Criteria and Practices)
• OSHA 1910.140 (Personal Fall Protection Systems)
• OSHA 1910.66 (Powered Platforms for Building Maintenance)
Battery Certifications:
• NAVSEA 9310 Certification by US Department of Defense
• US DoD Test and Evaluation Command Safety Confirmation for Operational Use
• Environmental qualification: MIL-STD 810F, MIL-STD 167
• ANSI Z359.4 compliance
• Non-volatile battery construction; safe if punctured (Atlas battery only)
2.2 Required Components and Accessories
Each complete system shall include all components necessary for immediate operational use:
• APA-2 Winch Mod Body (PN 19786) with integrated personnel winch module
• Standard Battery (PN 01489) with full charge capacity
• BC3.2 Battery Charger (PN 01493) with appropriate power cord for 110V AC operation
• Remote Control (PN 19787) - wired configuration as standard
• All mounting hardware, cables, and connectors required for operation
• Operator manuals, safety documentation, and maintenance schedules
• Certification documentation
2.3 Documentation Requirements
The contractor shall provide all standard manufacturer documentation supplied with Kit PN
19785, including operator manuals, safety documentation, maintenance schedules, and certification documentation demonstrating compliance with applicable ANSI Z359.4-2013, ANSI Z117.1-2022, and applicable OSHA standards.
All documentation shall be provided in English and in PDF format.
2.4 Warranty
The contractor shall provide the manufacturer's standard 12-month warranty for all equipment and components supplied under Kit PN 19785.

Specific delivery location and site access procedures will be coordinated with the Contracting
Officer's Representative (COR) upon contract award.
3. Period of Performance
Delivery Requirement: The contractor shall deliver all equipment, components, accessories, and documentation within 30 calendar days after receipt of order (ARO).
Required Delivery Date: Equipment must be delivered no later than October 1, 2026 to support continued COASTER operations and Artemis program crew training schedules.
Warranty Period: Manufacturer's standard warranty as specified in Section 2.4, commencing upon delivery and acceptance by the Government.
