☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Orbus Software for Professional Services Consultancy Bundle. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 09/30/2026 - 07/14/2027.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Government previously procured the OrbusInfinity software solution for implementation at NASA, and OrbusInfinity consultancy professional services are required to continue the implementation, configuration, customization, training, use-case acceleration, and ongoing platform support. Soliciting the services directly from OrbusInfinity is necessary because the work requires specialized knowledge and expertise in the OrbusInfinity platform, as well as familiarity with NASA’s complex enterprise architecture requirements and the solution’s existing implementation. Obtaining consultancy services from OrbusInfinity will allow NASA to efficiently build out the existing solution, support continued adoption and maturity, and address requirements within an expedited timeframe.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Using another vendor or brand could significantly delay NASA’s ability to fully implement and realize the intended value of the previously procured OrbusInfinity solution. Another vendor would require time to develop sufficient expertise with the OrbusInfinity platform and become familiar with NASA’s existing configuration, architecture, and numerous use cases, potentially resulting in additional costs, delays, rework, and implementation risks. Such delays could prevent current and future OCIO customers, both internal and external, from utilizing the solution to meet their enterprise architecture requirements and could impede NASA’s ability to achieve the expected return on its investment.
