About this file

This is a Statement of Work for NASA Glenn Research Center's Experimental Communication and Electric Power for the Lunar Surface (ExCELS) capability development.

NASA GRC is procuring equipment to establish a distributed power hardware-in-the-loop (PHIL) and control hardware-in-the-loop (CHIL) facility at its Power Facility in Building 333. The facility will support integration of electric power technologies, mission studies, testing and validation of standards and specifications, and analysis of boundary conditions for lunar surface power systems. The procurement includes: (1) Tektronix MSO68B-TAA Mixed Signal Oscilloscope with 8 FlexChannel inputs, 1 GHz bandwidth, 125Mpoints/ch maximum record length, calibration with full data report, rackmount kit, and 4 passive probes; (2) Yokogawa DL950 ScopeCorders (quantity 2) with 4 Gpoint memory expansion, multi-unit synchronization interface, 16 high-speed 10MS/s 12bit isolation modules, and NIST calibration; and (1) Chroma DC Electronic Load system with 48kW maximum power, 960A maximum current, 1200V maximum voltage, Ethernet interface, two 63224A-1200-960 modules, 35U cabinet integration with AC power and interconnect panel, emergency remote inhibit switch, and 1,920A bus bars. The period of performance is 14 weeks after receipt of order (ARO). The place of performance is NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135, with Brian Malone as the primary contact. The contractor task consists solely of providing the off-the-shelf equipment with no meetings or reviews required.

STATEMENT OF WORK

1. Objective/Requirements

NASA Glenn Research Center (GRC) is developing the Experimental Communication and Electric Power for the Lunar Surface (ExCELS) capability to aid evaluating new technologies and addressing electrical power related issues. The goal is to create a flexible facility that allows for: i) addressing integration challenges as electric power technologies mature rather than addressing them later in the design process, ii) support mission studies and aid in developing system concept of operations, iii) test and V&V standards, specifications, and interface requirement documents, and iv) analyze unknown or boundary conditions.

NASA GRC Power Facility in building 333 will host the High Voltage Development and Testing lab (lab 123) and the Real-time Modeling and High Voltage Control Lab (lab 114). The plan is to begin procurement of necessary equipment for hardware-in-the-loop testing capability development.

2. Characteristics, Scope, and Specs

This procurement is for (1) Tektronix MSO68B 8-Ch Oscilloscope, (2) Yokogawa DL950 Oscilloscopes, and (1) Chroma DC Electronic Load

Specifications include:

- Tektronix Scope:

o 8 FlexChannel inputs o 1 GHz bandwidth for all analog channels o 125Mpoints/ch maximum o Trade Agreements Act (TAA) compliant

- Yokogawa Scopes:

o 8 x 10MS/s 12bit Isolation Modules o NIST calibration service o Mathematics function, including motor control feature

- Chroma DC Electronic Load:

o 48kW maximum power o 960A maximum current o 1200V maximum voltage o Ethernet interface

Objective: Begin creating a distributed power hardware-in-the-loop (PHIL) and control hardware-in-the-loop (CHIL) facility at NASA GRC outlined in the ExCELS new approach by procuring necessary hardware and equipment outlined in this SOW.
