STATEMENT OF WORK

1. Objective/Requirements

This system pertains to the ACERO Project: Advanced Capabilities for Emergency Response Operations. The information provided below is required to facilitate this purchase.

Requirements:

o Field-portable system component containers must comply with materials handling standards, specifically for lifting containers off a pickup truck by two personnel in an outdoor or uneven environment. Lifting loads exceeding approximately 50 pounds increases the risk of injury. Under optimal conditions—such as the object being directly in front, without twisting, with a secure grip, and lifting between knuckle and shoulder height—the National Institute for Occupational Safety and Health (NIOSH) recommends a maximum weight limit of 51 pounds (23 kg) for a single individual.

o Containers shall not occupy more than three-quarters of the cargo bed of a standard quarter-ton pickup truck, which is capable of fitting a 4x8-foot sheet of plywood.

o System assembly shall be completed by two individuals within 20 minutes using minimal tools, which will be provided by the vendor.

o The minimum acceptable antenna system performance shall be 25 dBi, with a target of 28 dBi. A decrease of 3 dBi from the target represents a 50% reduction in system performance.
