This is a Statement of Work (SOW) for pressure-sensing instrumentation procurement by NASA Marshall Space Flight Center (MSFC) to support propulsion testing for the Integrated Rotating Detonation Engine System (InRoDES).

CLIN 0003 requires 2 units of High-Pressure Charge-Mode Ballistic Pressure Sensors (PCB 119C12 or equivalent) capable of withstanding 125,000 psi with three stainless steel seals per unit. CLIN 0004 covers in-line charge converters with three sub-line items (SLINs 0004A-C) providing different sensitivities (1, 0.1, and 0.5 mV/pC). Additional CLINs procure replacement cooling tube sets (CLIN 0005: 4 sets), low-noise coaxial cables (CLIN 0006: 4 units), coaxial couplers (CLIN 0007: 4 units), and seal rings in three types (CLIN 0008: 40 brass seals, 32 copper seals, and 16 stainless steel seals). CLIN 0009 covers shipping to MSFC Central Receiving in Huntsville, Alabama. Performance periods range from 5 to 16 weeks depending on the CLIN, with CLIN 0001 allowing the longest timeframe of 16 weeks. All sensors include a one-year warranty covering defects in materials and workmanship. The vendor must perform onsite manufacturing, calibration, and quality inspections to meet technical specifications and deliver calibration certificates with each sensor unit.

Pressure Sensing Instrumentation Procurement
Statement of Work (SOW)
1.0 INTRODUCTION
The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center
(MSFC) requires pressure-sensing instrumentation and associated hardware to support upcoming propulsion testing. This procurement provides multiple families of pressure transducers, each with distinct capabilities and measurement characteristics, along with the necessary supporting hardware. These instruments will be exposed to environments consisting of methane (CH4), oxygen (O2), and associated combustion products. This Statement of Work (SOW) defines the work that NASA MSFC wishes to contract.
2.0 SCOPE
This SOW covers the provision of three distinct types of pressure-sensing instruments, including rocket motor ICP® dynamic pressure sensors, cryogenic ICP® pressure sensors, and high-pressure charge-mode ballistic pressure sensors, along with the required associated hardware such as charge converters, replacement cooling tube sets, low-noise coaxial cables, coaxial couplers, brass seals, and mechanical/electrical adapters.
To ensure clarity and compatibility with NASA procurement processes, each instrument class and associated hardware is defined as a unique Contract Item Line Number (CLIN), with its own requirements, quantities, and period of performance defined below.
The vendor will furnish all labor and equipment necessary to (1) manufacture dynamic pressure sensors onsite, (2) calibrate sensors onsite, and (3) perform quality inspections onsite to meet technical specifications quoted above. Deliverables must meet the technical requirements outlined under each CLIN and be suitable for integration into MSFC propulsion test facilities.
The vendor will warrant that the sensors to be free of defects in materials and workmanship for a period of one (1) year from the date of original purchase. If the sensors fail during the warranty period, the vendor will repair, replace or exchange it without charge.
3.0 CONTRACT LINE-ITEM NUMBER (CLIN) BREAKDOWN
3.1 CLIN 0001 – Rocket-Motor ICP® Dynamic Pressure Sensors (PCB
123B22 or Equivalent)
3.1.1 Requirements
1. Will include a helium bleed gas to protect the sensor diaphragm and increase natural frequency of the cavity against the probe diaphragm.
1.1. Will include filters for helium bleed adapters.
2. Will permit water cooling with potable water (i.e., clean water, but not necessarily distilled or demineralized water)
2.1. Will require no more than 500 psi cooling water pressure during operation.
3. Will be able to survive peak pressures of 5,000 psi.

4. Will have a measurement range up to 3000 psi.
5. Will have a temperature operating range at least between -100 degF and 250 degF.
6. Will withstand flash temperatures in excess of 6,000 degF.
7. Will have ceramic coated tips to prevent erosion from combustion gases.
8. Will be hermetically sealed.
9. Will have electrical ground isolation of the probe from the outer body housing.
10. Will have low-impedance output of less than or equal to 100 Ohms.
11. Will need excitation voltage no greater than 30 VDC and no less than 20 VDC.
12. Will draw current no greater than 20 mA.
13. Will have nonlinearity less than or equal to 1.0% Full Scale.
14. Will have resolution no greater than 0.1 psi.
15. Will have a rise time less than or equal to 20 microseconds.
16. Will have a resonant frequency greater than or equal to 25 kHz.
17. Will be capable of withstanding vibration environments of up to 2,000 g pk.
18. Will have a maximum shock of 10,000 g pk.
3.1.2 Deliverables
• 10 units, each unit containing the following:
o QTY 1x Model 123B22 Rocket-Motor ICP® Dynamic Pressure Sensor (described in the requirements above).
o QTY 2x Model 070A08 Cable Adaptor (10-32 jack to BNC jack).
o QTY 2x Model 065A72 Replacement Cooling Tubes, set of two each, with O-rings (for
Series 123B).
o QTY 3x Model 065A15 Brass Seal, 0.624” OD x 0.553” ID x 0.080” thick (for Series
M121Axx & 123A).
• Calibration certificates
• Replaceable cooling tube compatibility statement
• The vendor is permitted to deliver CLIN 0001 when ready to ship.
3.2 CLIN 0002 – Cryogenic ICP® Pressure Sensors (PCB 102C11 or
Equivalent
3.2.1 Requirements
1. Will be able to survive peak pressures (step) of 10,000 psi.
2. Will have a measurement range of up to 2000 psi.
3. Will have a temperature operating range at least between -400 degF and 212 degF.
4. Will be hermetically sealed.
5. Will have low-impedance output of less than or equal to 100 Ohms.
6. Will need excitation voltage no greater than 30 VDC and no less than 20 VDC.
7. Will draw current no greater than 20 mA.
8. Will have nonlinearity less than or equal to 1.0% Full Scale.
9. Will have resolution no greater than 0.02 psi.
10. Will have a rise time less than or equal to 2 microseconds.
11. Will have a resonant frequency greater than or equal to 250 kHz.
12. Will be capable of withstanding vibration environments of up to 2,000 g pk.
13. Will have a maximum shock of 20,000 g pk.
3.2.2 Deliverables
• 4 units, each unit containing the following:
o QTY 1x Model 102C11 Cryogenic ICP® Pressure Sensor (described in the requirements above).
o QTY 3x Model 065A44 Copper Seal, 0.435” OD x 0.377” ID x 0.030” thick (for Model
102A10).
• Calibration certificates
• The vendor is permitted to deliver CLIN 0002 when ready to ship.
3.3 CLIN 0003 - High-Pressure Charge-Mode Ballistic Pressure Sensors
(PCB 119C12 or Equivalent)
3.3.1 Requirements
1. Will be able to survive peak pressures of 125,000 psi.
2. Will have a temperature operating range at least between -300 degF and 400 degF.
3. Will withstand flash temperatures of 4,000 degF.
4. Will be sealed with epoxy.
5. Will need excitation voltage no greater than 30 VDC and no less than 20 VDC.
6. Will have nonlinearity less than or equal to 2.0% Full Scale.
7. Will have a rise time less than or equal to 2 microseconds.
8. Will have a resonant frequency greater than or equal to 400 kHz.
9. Will be capable of withstanding vibration environments of up to 2,000 g pk.
10. Will be capable of withstanding a 50,000 g pk shock.
3.3.2 Deliverables
• 2 units, each unit containing the following:
o QTY 1x Model 119C12 High-Pressure Charge-Mode Ballistic Pressure Sensor (described in the requirements above).
o QTY 3x Model 065A06 316L SS Seal, 0.318” OD x 0.250” ID x 0.010” thick (for Series
108, 109, 118, and 119).
• Calibration certificates
• The vendor is permitted to deliver CLIN 0003 when ready to ship.
3.4 CLIN 0004 – In-line Charge Converters (±5V Output)
3.4.1 Requirements (Applicable to All SLINS 0004A-0004C)
1. Will provide a conditioned ±5V analog output.
2. Will be capable of withstanding a 5,000 g pk shock.
3. Will be capable of withstanding vibration environments of up to 100 g pk.
4. Will have a non-linearity less than or equal to 1.0% Full Scale.
5. Will have a temperature operating range at least between -65 degF and 250 degF.
6. Will need an Excitation Voltage of no less than 18 VDC and no greater than 28 VDC.
7. Will draw current no greater than 20 mA.
8. Will have output impedance of less than or equal to 100 Ohms.
9. Will be sealed with epoxy.
3.4.2 SLIN 0004A – 1 mV/pC In-line Charge Converter (PCB 422E53 or Equivalent)
3.4.2.1 SLIN 0004A Requirements
1. Will have a sensitivity of 1 mV/pC.
2. Will have a low frequency response of -5% at 5 Hz.
3. Will have a high frequency response of -5% at 100 kHz.
4. Will have a capacitance of 1,000 pF.
3.4.2.2 SLIN 0004A Deliverables
• 1 unit
• The vendor is permitted to deliver CLIN 0004A when ready to ship.
3.4.3 SLIN 0004B – 0.1 mV/pC In-line Charge Converter (PCB 422E54 or Equivalent)
3.4.3.1 SLIN 0004B Requirements
1. Will have a sensitivity of 0.1 mV/pC.
2. Will have a low frequency response of -5% at 5 Hz.
3. Will have a high frequency response of 4 mA at 12 kHz.
4. Will have a capacitance of 10,000 pF.
3.4.3.2 SLIN 0004B Deliverables
• 1 unit
• The vendor is permitted to deliver CLIN 0004B when ready to ship.
3.4.4 SLIN 0004C – 0.5 mV/pC In-line Charge Converter (PCB 422E55 or Equivalent)
3.4.4.1 SLIN 0004C Requirements
1. Will have a sensitivity of 0.5 mV/pC.
2. Will have a low frequency response of -5% at 0.5 Hz.
3. Will have a high frequency response of -5% at 100 kHz.
4. Will have a capacitance of 2,000 pF.
3.4.4.2 SLIN 0004C Deliverables
• 1 unit
• The vendor is permitted to deliver CLIN 0004C when ready to ship.
3.5 CLIN 0005 – Replacement Cooling Tubing Sets (PCB 065A72 or
Equivalent)
3.5.1 Requirements
1. Will be fully compatible with the water-cooled Rocket-Motor ICP® Dynamic Pressure Sensors delivered under CLIN 0001.
2. Will include two cooling tubes and all associated O-rings/gaskets per set.
3. Will be constructed of materials rated for the same thermal and pressure environment as the CLIN
0001 pressure sensors.
4. Will attach directly to the CLIN 0001 sensor’s integrated water-cooling ports without modification.
5. Will be functionally equivalent to the manufacturer-supplied tube assemblies for the Series 123B water-cooled dynamic pressure sensors.
3.5.2 Deliverables
• 4 sets o Each set contains:
▪ Two cooling tubes
▪ Associated O-rings/gaskets
• Manufacturer documentation confirming compatibility with the Series 123B sensors.
• The vendor is permitted to deliver CLIN 0005 when ready to ship.
3.6 CLIN 0006 – Low-Noise Coaxial Cables (10-32 Plug to 10-32 Plug)
3.6.1 Requirements
1. Will be 100 ft long.
2. Will have a PTFE jacket.
3. Will be a 10-32 plug to 10-32 plug cable.
4. Will be a low-noise cable.
5. Will have a temperature operating range at least between -320 degF and 500 degF.
6. Will be a 29-gauge cable.
7. Will have one conductor in the cable.
3.6.2 Deliverables
• 4 units
• The vendor is permitted to deliver CLIN 0006 when ready to ship.
3.7 CLIN 0007 – Coaxial Coupler (10-32 Jack-to-Jack)
3.7.1 Requirements
1. Will have a nickel-plated body.
2. Will have gold-plated contacts.
3. Will be compatible with CLINs 1, 2, and 6.
4. Will be compatible with a 10-32 coaxial jack to jack cable.
3.7.2 Deliverables
• 4 units
• The vendor is permitted to deliver CLIN 0007 when ready to ship.
3.8 CLIN 0008 – Seal Rings and Accessories
Note: Some seals are included with the individual pressure transducer units (CLINs 0001–0003) as packaged by the manufacturer. CLIN 0008 procures additional quantities of these seals to support repeated installation and testing operations.
3.8.1 SLIN 0008A – Brass Seals (PCB 065A15 or Equivalent)
3.8.1.1 SLIN 0008A Requirements
1. The dimensions of the seals will be 0.624” OD x 0.553” ID x 0.080” thick.
2. The seals will be made of brass.
3. The seals will be fully compatible with Series M121Axx and 123A sensors.
4. The seals will be free of contamination, burrs, sharp edges, or foreign object debris (FOD) in accordance with MSFC-STD-3598 (FOD Prevention Standard).
3.8.1.2 SLIN 0008A Deliverables
• 40 Units
3.8.2 SLIN 0008B – Copper Seals (PCB 065A44 or Equivalent)
3.8.2.1 SLIN 0008B Requirements
1. The dimensions of the seals will be 0.435” OD x 0.377” ID x 0.030” thick.
2. The seals will be made of copper.
3. The seals will be fully compatible with Model 102A10 sensors.
4. The seals will be free of contamination, burrs, sharp edges, or foreign object debris (FOD) in accordance with MSFC-STD-3598 (FOD Prevention Standard).
3.8.2.2 SLIN 0008B Deliverables
• 32 Units
3.8.3 SLIN 0008C – 316L Stainless Steel Seals (PCB 065A06 or Equivalent)
3.8.3.1 SLIN 0008C Requirements
1. The dimensions of the seals will be 0.318” OD x 0.250” ID x 0.010” thick.
2. The seals will be made of 316L Stainless Steel.
3. The seals will be fully compatible with Series 108, 109, 118, and 119 sensors.
4. The seals will be free of contamination, burrs, sharp edges, or foreign object debris (FOD) in accordance with MSFC-STD-3598 (FOD Prevention Standard).
3.8.3.2 SLIN 0008C Deliverables
• 16 Units
3.9 CLIN 0009 – Shipping and Handling
3.9.1.1 Requirements
1. All items will be shipped to the shipping address listed in Section 5.0, Shipping.
3.9.1.2 Deliverable
• Shipping to MSFC Central Receiving.
4.0 PERIOD OF PERFORMANCE
No greater than 16 weeks for CLIN 0001
No greater than 14 weeks for CLIN 0002
No greater than 8 weeks for CLIN 0003
No greater than 5 weeks for CLIN 0004
No greater than 5 weeks for CLIN 0005
No greater than 5 weeks for CLIN 0006
No greater than 5 weeks for CLIN 0007
No greater than 6 weeks for CLIN 0008
CLIN 0009: Shipping and Handling, will occur concurrently with each deliverable CLIN as those items become ready to ship.
