This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Trimble Applanix POS AVX 610 RTX and POSPac Complete Term License are required to support NASA Langley Research Center's airborne remote sensing and flight research activities associated with Artemis Program mission objectives. This procurement is being made on a sole-source basis from Applanix Corporation because no other known commercial vendor provides an integrated, commercially available direct georeferencing solution that meets the required performance specifications while maintaining compatibility with existing mission hardware, software, and operational workflows. The POS AVX 610 RTX is a commercial off-the-shelf direct georeferencing solution that uniquely combines high-performance Global Navigation Satellite System/Inertial navigation technology with Trimble's CenterPoint RTX correction service, providing centimeter-level positioning and orientation accuracy in real time and through post-processing without the need for ground reference stations. The system provides real-time performance specifications of approximately 0.03 m horizontal position accuracy,
0.06 m vertical position accuracy, 0.01 m/s velocity accuracy, roll and pitch accuracies of 0.003 degrees, and true heading accuracy of 0.025 degrees (RMS). These performance levels are required to support accurate aircraft tracking and sensor targeting during flight operations, as well as the post-mission reconstruction of observed spacecraft trajectories and refinement of atmospheric models used for temperature extraction from calibrated thermal imaging systems. In addition, it offers a plug-and-play interface compatible with existing NASA LaRC airborne instrumentation systems, minimizing integration effort and operational risk.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor’s product were selected, its performance would not be equivalent to Applanix and would require the procurement, integration, and validation of multiple hardware and software solutions from different sources. This would result in increased costs, introduce technical and schedule risk, and jeopardize mission timelines supporting Artemis-related activities. Applanix Corporation is the only
