Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Schneider Electric United States for Schneider PLC Hardware. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Schneider Electric Programmable Logic Controller (PLC) automation hardware has been standardized throughout aerospace test facilities at the NASA Glenn Research Center (GRC) to provide safe, reliable operation of facility control systems. Substantial investment has been made via past procurements and training of staff to configure and program existing Schneider Electric brand PLC automation hardware.

Since this equipment is considered standard, it allows for interchangeability between control systems, a common pool of spares and immediate familiarity. Hardware purchased must be identical to the make and model of equipment currently in use, is new (never used) in the original packaging and not refurbished. Schneider Electric only sells PLC automation hardware through authorized distributors who can guarantee the source, condition, safety, security and warranty of the PLC automation hardware. The distributor shall be Authorized/Certified through the Schneider Electric Alliance Industrial Automation Distributor (IAD) program.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Significant time and labor costs as well as unacceptable test schedule delays would be incurred to install another brand of PLC automation hardware in place of existing functional Schneider Electric hardware.

Additional training would have to be provided (purchased) to program another brand of PLC. Also, spare units would have to be purchased to ensure continuity of operations in the event of PLC hardware failure. To pursue the evaluation or procurement of an alternate hardware solution would be both operationally cost and time prohibitive.
