About this file

This is a Statement of Work for the replacement of an existing air-cooled scroll chiller at Wallops Flight Facility (WFF) in Wallops Island, Virginia, located in Building F-016. The project involves procuring one air-cooled packaged chiller based on the York YLAA0041HJ17XCB or approved equivalent (including models from Daikin, Trane, or Carrier) with factory low-ambient operation to -10°F, and performing complete installation including piping tie-ins, electrical reconnection, startup, and commissioning. The period of performance begins December 11, 2026.

The chiller specifications require R454B refrigerant, 200-208V/3/60 power application, control transformer, 65kA SCWR circuit breaker with lockable handle, across-the-line starter, TEAO fan motors, low sound fans with VSD, standard insulation, post-coated dipped coils with Environment Guard Premium coating, service isolation valves, low/high ambient kit, louvered full-unit enclosure panels, hot gas bypass for both circuits, factory startup with owner training, SC-Equip Board (BAC Net compatible), and electronic expansion valves. Standard warranty includes compressor parts and labor for 6 years, unit parts and labor for 5 years, refrigerant warranty for 5 years, and condenser coil parts-only warranty for 5 years. Labor scope includes demolition of the existing 25-ton McQuay chiller with certified refrigerant recovery and documentation, demolition of supply/return piping and supports back to isolation valves, installation of vibration isolators, new ball/butterfly/lever valves with extensions, inline strainer, balancing valve, pressure gauges with shutoff valves, thermometers, high vent with isolation valve, galvanized hangers and supports, self-regulating heat tape replacement, 2-inch fiberglass pipe insulation with aluminum roll jacketing and metal strapping, BAS-Metasys/Tridium reconnection, all necessary power and control wiring compliant with ASHRAE and NEC standards, factory startup, and proper disposal of the old chiller at salvage area N-222. Key deliverables include equipment submittals for approval, certified balancing report from an independent contractor, construction schedule prior to work commencement, factory startup scheduling notification to NASA project manager and facilities/mechanical engineer, and ongoing communication regarding actual delivery dates.

Warranties

Standard Warranty

Compressor Parts & Labor: 6 years

-Only: 5 years

3. Provide labor and materials for a complete project including, but not limited to the following

a. Demolition of existing 25-ton McQuay chiller. Refrigerant shall be recovered by a certified technician and documented. Provide record to NASA POC of recovered refrigerant and any refrigerant losses, if any. Remove oil from compressors and dispose of properly. Chiller to be taken to onsite Salvage area N-222.

-house contractor will support old chiller move to N-222. Contractor to coordinate with in-house on day of old chiller move and set on low-boy trailer for transport.

b. Demolition of supply and return piping, and existing hangers/pipe supports back to and including the supply and return isolation valves.

c. Installation of vibration pipe isolators, (Supply / return piping immediately off chiller).

d. Installation of two new ball valves or butterfly valves or lever type valves with valve handle extensions to allow for pipe insulation.

e

(Note: These two capped off valves will serve as temporary chiller connections, if ever needed.)

f (New chiller may include strainer) Contractor shall confirm.

g. Installation of new balancing valve in the pipe leaving the chiller returning back to the building.

h supply and return piping, installed in a manner to allow room for insulation of chill water auge piping for balancing test equipment connections.

i. Installation of new thermometers (round type), one each in the supply and return piping.

j. Installation of a high vent with an isolation valve at the highest point. Allow appropriate room for pipe insulation.

k. Installation of all hangers, Unistrut, pipe supports, etc. with new (Galvanized) as needed.

l. Contractor shall replace the existing heat tape serving the supply and return piping with new self-regulating heat tape, including all new connector/connections.

m strainer. Insulation shall be covered with "Aluminum Roll Jacketing", including molded fittings, and metal strapping. Use of "Rubatex" or equal pipe and sheet insulation may be utilized for items such as strainers, balancing valves, pressure gauge piping, and thermometers. Contractor n contractor.

o. Ensure that the chiller is reconnected to BAS - Metasys and or Tridium system using the

Existing chiller is a stand-alone chiller controlled by internal chiller controls. Chill water supply and return temperatures are being monitored via the BAS.

p. Installation of all necessary power and control wiring.

- Existing chiller is 208-volt 3ph. Min. Amp 149 / Max Amp 175

- Basis of Design York is 208-volt Min. Amp 182 / Max Amp 200

q. All work shall meet ASHRAE and NEC standards.

r. Contractor shall provide factory start-up of the new chiller.

s. Ensure proper operation of chiller and associated equipment after installation.

t. Remove and properly dispose of old chiller at N-222. (See NASA ).
