1. The SAM.gov website says that delivery is to: NASA Glenn Research Center 21000 Brookpark Rd, Building 50 Room 130, Cleveland, OH 44135. Does the delivery driver need to show any special documentation at the gate entrance in order to be able to deliver the materials directly to Building 50 on the NASA Glenn campus? We will need the driver’s full legal name, email address, an approximate time of arrival, the driver must be an American citizen with a REAL ID driver’s license, and no weapons are permitted on lab even in their vehicle. Once we have their full legal name we can arrange an escort back to our building with our shipping and receiving facility and get them a temporary pass onto the lab.

2. Since the delivered materials will weigh a total of 4,600 lbs (i.e. each of the 27 sheets will weigh approximately 170 lbs), will a NASA employee or NASA contractor remove the materials from the delivery truck with a forklift at a dock or in the parking lot behind Building 50 OR does the delivery driver need to bring equipment to remove the material from the truck? We have a forklift that can unload this.

3. Does NASA GRC need any specific machining or processing of these 4' x 8' aluminum sheets (6061-T651) that are 3/8'' thick to satisfy end-use requirements since aluminum sheets with these dimensions can be ordered directly from USA based aluminum mills?

For example, do the dimensions have to be 4' +/- 0.5" x 8' +/- 0.5" with no edge cut requirements OR does NASA require stricter tolerances and edge requirements like shear cut +/- 0.063", CNC plate saw cut +/- 0.125", CNC laser cut +/- 0.01", or CNC plasma cut +/- 0.125"?

Since NASA says that "nonconforming materials will be returned at vendor's expense," I want to better understand what the conformance requirements will be at delivery.

4’+.5” x 8’+.5” is what we were expecting to be quoted.

4. On page 10 of the SATPC0040882 TAB 10 RFQ Open Market.pdf, NASA mentioned that 52.232-40 Providing Accelerated Payments to Small Business Subcontractors (Mar 2023) was incorporated to this RFQ. Does this mean that a small business can request the "accelerated net-15 payment schedule upon delivery" directly in the quote OR is a different form required? The vendor can request that. No extra form necessary.

5. Aluminum is currently experiencing significant price volatility (for example, the price of aluminum has risen by 11% in the last 30 days). Would NASA accept a quote with a 10-day price (discounted price due to greater certainty on aluminum price), 20-day price (smaller discounted price due to increasing uncertainty on aluminum price), and a 30-day price (no discount due to largest uncertainty on aluminum price)? This is going to be dependent on how quickly the NSSC awards this order.
