About this file

This is a Statement of Work for the operation and maintenance of the Trelew Meteor Radar (TreMoR) system, a scientific instrument located in northern Patagonia that serves as a node within the global meteor radar network. The Period of Performance extends from the effective date of award through September 30, 2026.

The Contractor shall provide comprehensive operational management, technical oversight, and sustainment of TreMoR. Key responsibilities under the Scope of Work include: (1) System Operations and Administration—overall technical and operational management ensuring continuous data acquisition, coordination with international collaborators, data integrity oversight, archiving and transmission to network repositories, and maintenance scheduling; (2) Maintenance and Technical Support—routine preventive maintenance of the central radar system and remote autonomous receiving stations, troubleshooting of hardware, software, and communications issues, component repair or replacement coordination, and system performance optimization and calibration; and (3) Operational Expenses—coverage and administration of costs necessary for system functionality including electricity, internet and communications services, site security, basic physical infrastructure protection, and routine local operational support. Required Deliverables include maintaining operational uptime consistent with standard practices for distributed scientific radar networks, providing quarterly operational status updates or updates as requested, immediately notifying stakeholders of major system interruptions, and ensuring continuity of scientific and operational data production and network integration.

1. Background

The Trelew Meteor Radar (TreMoR) is the newest node within the global meteor radar network.

The system plays a critical role in upper-atmosphere research, space weather monitoring, and measuring mesospheric winds in northern Patagonia.

This Statement of Work covers the administration, operation, and maintenance of TreMoR.

2. Scope of Work The Contractor shall provide comprehensive operational management, technical oversight, and sustainment of TreMoR. The scope includes, but is not limited to, the following:

2.1 System Operations and Administration

· Overall technical and operational management of the TreMoR system.

· Ensuring continuous and reliable data acquisition.

· Coordination with international collaborators and network partners.

· Oversight of data integrity, archiving, formatting, and transmission to network repositories.

· Scheduling and coordination of maintenance windows.

· Supporting operational data delivery requirements.

2.2 Maintenance and Technical Support

· Routine preventive maintenance of the central radar system.

· Maintenance and monitoring of all remote autonomous receiving stations.

· Troubleshooting hardware, software, and communications issues.

· Replacement or repair coordination of malfunctioning components.

· System performance optimization and calibration oversight.

2.3 Operational Expenses

The SOW includes coverage and administration of operational costs necessary to maintain system functionality, including:

· Electricity and power-related expenses

· Internet and communications services

· Site security and basic physical infrastructure protection

· Routine local operational support costs required to ensure uninterrupted system performance

3. Deliverables The Contractor shall:

· Maintain operational uptime consistent with standard practices for distributed scientific radar networks.

· Provide periodic operational status updates (quarterly or as requested).

· Immediately notify relevant stakeholders of any major system interruptions.

· Ensure continuity of scientific and operational data production and network integration.

4. Period of Performance The Period of Performance shall extend from the effective date of award through September 30, 2026.
