About this file

This Statement of Work (SOW) details NASA's Advanced Suit Materials (ASM) Weaving Project, a three-phase fabric development initiative. The vendor will design, weave, and test fabric materials using Kevlar and Vectran yarns, with specific requirements including weaving two fabric blankets in Phase 1 (with six weft/filling yarn combinations and five weave designs), evaluating five coated yarns in Phase 2A, weaving two additional fabric blankets with NASA-selected coated warp yarns in Phase 2B, and producing a final 6-10 meter fabric in Phase 3 based on previous results. NASA will provide yarns and select the final weave design, while the vendor will handle yarn preparation, weaving, and testing, with deliverables including fabric samples and comprehensive testing reports.

The project schedule is structured around ATP (Acceptance to Proceed) milestones, with Phase 1 completed ATP + 14 weeks, Phase 2A at ATP + 3 weeks, Phase 2B at ATP + 17 weeks, NASA's Phase 3 decision at ATP + 21 weeks, and final Phase 3 completion at ATP + 29 weeks. Pricing can be invoiced per phase with NET 30 payment terms, and the SOW includes specific intellectual property provisions stating that the vendor retains rights to machinery and process know-how while relinquishing claims to weave designs. Additionally, the document includes AI usage requirements mandating disclosure of AI technologies used during contract performance, in compliance with September 2025 guidelines.

Statement of Work (SOW) for ASM Weaving Project

1. Introduction This Statement of Work (SOW) describes the tasks, deliverables, and responsibilities for the development and delivery of woven fabric materials in collaboration with the NASA Advanced Suit Materials (ASM) Team.

2. Scope of Work The vendor shall design, weave, and test fabrics for NASA’s use in accordance with the specifications and requirements described herein. Work will be conducted in three phases:

Phase 1 – Uncoated Fabric Weaving Blankets, Phase 2 – Coated Yarn Evaluation and Coated Fabric Weaving Blankets, and Phase 3 – Final Fabric Weaving (coated or uncoated).

3. Tasks and Deliverables Phase 1: Weave two fabric blankets (Kevlar 200D warp and Vectran 200D warp) with six weft/filling yarn combinations and five weave designs. Deliverables include approximately 7 yards of fabric with testing reports for weight, thickness, and end counts.

Phase 2A: Evaluate five coated yarns provided by NASA for weave suitability based on hand, flexibility, and coating integrity.

Phase 2B: Weave two fabric blankets using NASA-selected coated warp yarns, following the same pattern structure as Phase 1.

Phase 3: Weave one selected design fabric, 6–10 meters in length and 12 inches wide, based on results from Phases 1 and 2. Deliverables include final woven fabric and testing reports.

4. Roles and Responsibilities

• NASA ASM Team: Provide all yarns in weave-process-ready state, supply coated yarns for evaluation, and select final weave design for Phase 3.

• Vendor: Perform yarn preparation (backwinding, limited twisting), weaving, and testing.

Provide certificates of conformance and test reports.

5. Schedule Estimated completion dates:

Phase 1 – ATP + 14 weeks

Phase 2A – ATP + 3 weeks

Phase 2B – ATP + 17 weeks

NASA decision for Phase 3 – ATP + 21 weeks

Phase 3 – ATP + 29 weeks

6. Pricing and Payment Can be divided and invoiced per phase.

Payment Terms: NET 30 from date of invoice.

7. Intellectual Property All intellectual property related to the vendors machinery and process know‑how remains the sole property of the vendor. The vendor shall make no claim to intellectual property related to weave designs or end-use applications.

AI VERBIAGE:

1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts

(including orders); and

2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
