About this file
This is a Recommendation and Determination to Solicit from One Source (Sole Source Justification) document issued by NASA's Shared Services Center, dated August 20, 2026. NASA recommends negotiating exclusively with GDP Space Systems for the procurement of two (2) Four Channel Telemetry Gateway Bundles with an estimated delivery lead-time of 90 to 120 days After Receipt of Order (ARO). The total estimated cost is redacted in the document.
The justification for sole source procurement is based on the requirement for equipment that serves as a model-line replacement for an existing telemetry gateway currently supporting the Shuttle Component Control System (SCCS). Procuring from GDP Space Systems ensures continuity with existing system architecture and maintains compatibility with established operational requirements without introducing unverified technical differences. Use of this specified model is necessary to minimize integration risk and support both the Launch Control System (LCS) and Artemis Mission schedules. The document notes that selecting an alternate vendor or brand could introduce compatibility, integration, and functionality risks that may result in schedule delays and additional costs to the government, potentially impacting LCS and Artemis Mission timelines. The contracting officer, Kimberlynn Lancaster, accepted this recommendation and determined that circumstances of the contract action justify sole source procurement under FAR 5.101(a)(1) authority.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with GDP Space Systems only for two (2) Four Channel Telemetry Gateway Bundles. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 90 to 120 Days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested GDP Space Systems Four Channel Telemetry Gateway Bundles are required as this equipment is the model-line replacement for an existing telemetry gateway currently in use and must provide the functionality required to support the SCCS. Procuring the suggested brand will provide continuity with the existing system architecture and help ensure compatibility with established operational requirements without introducing unverified technical differences. Use of the specified model is necessary to minimize integration risk and support the Launch Control System (LCS) and Artemis Mission schedules.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Selecting an alternate vendor or brand could introduce compatibility, integration, and functionality risks that may prevent the equipment from adequately supporting SCCS requirements. Any required modifications, testing, or troubleshooting associated with an alternate source could result in schedule delays and additional costs to the Government. These impacts could adversely affect the LCS and Artemis Mission schedules.
