About this file
This document is a Questions and Answers (Q&A) file related to a NASA solicitation for an Optical Spectrum Analyzer (OSA). The Q&A addresses four key points: NASA will consider the current series of Yokogawa OSAs as replacements, equivalents from other brands are acceptable, and for a specific Ando AQ6315B unit, no calibration is required with a suggested 30-60 day warranty and 7-day right of return. The final question discusses potentially revising the NAICS code to 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with uncertainty about the current classification in the procurement request.

Q&A
1. Can NASA consider the current series of OSA Yokogawa recommends as replacement?
Yes the current series of Yokogawa OSAs would be considered a replacement.
2. Can NASA consider equivalents from other brands?
We can accept equivalents for other brands.
3. If NASA limited to accepting only a true Ando AQ6315B what type of calibration and warranty term is required? This unit would necessarily be used / refurbished and supplied through the used equipment market which has no standard calibration, warranty term, right-of-return, etc.
No calibration is required, I’m not sure on the warranty though. Most of the vendors we looked at had a 30-60 warranty on functionality, not sure what that would fall under for “warranty terms”. Here’s an example line from a vendor’s website: “This unit is in good working condition and is tested to OEM critical specifications. Comes with a 30 day warranty, and we also offer a 7 day right of return (restocking fee may apply).” I think if it met this as a minimum that would be ideal.
4. Would NASA consider revising the NAICS to 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals? 334515 is the traditional NAICS for OSAs.
No clue on the NAICS part. What is it listed as currently in the PR? I could see the 334515 potentially being viable, the other one I found after a quick search is 333314?
