About this file
This document is a Procurement Specification for a High Pressure Deionized Water Pump for NASA's Regenerative Fuel Cell (RFC) Project. NASA requires four Micropump de-ionized water pump heads to be delivered within 12 weeks after receipt of order, with specific technical requirements including a flow rate controllable from 1 mL/minute to 500 mL/minute and capability to withstand system pressures of at least 2500 psia. The pump heads will operate indoors at ambient temperatures between 4°C and 65°C, powered by 24-28 VDC, and will handle de-ionized water with a resistivity of 16.5 MΩ-cm to 18 MΩ-cm.
Vendors must submit a comprehensive proposal including cost, delivery time, performance options, exceptions to specifications, manufacturer data sheets, a process and instrumentation diagram, electrical requirements, preliminary pump head drawings, and component performance capabilities. The pump heads will be shipped to NASA Glenn Research Center in Cleveland, Ohio, specifically to the Fuel Cell Research Laboratory in Building 309, Room 203. The specification mandates that all moving parts be guarded to prevent human contact and that the pump head must not contaminate the de-ionized water, with all testing to be performed using clean, filtered water in accordance with ASME standards.

PROCUREMENT SPECIFICATION
1. Summary
The vendor shall supply Micropump de-ionized water pump heads: 4 pump heads
It is desired that the pump heads be delivered no later than 12 weeks ARO.
2. Overview
The pump heads will be operated indoors. The ambient temperature will vary between 4 oC and 65 oC.
The pump heads will be supplied with 24-28 VDC power.
The service will be de-ionized water having a resistivity from 16.5 MΩ-cm to 18 MΩ-cm. The de-ionized water temperature at the pump assembly inlet will be between 4 oC and 70 oC.
The required flow rate to the de-ionized water consumer will vary, and the pump heads will require the capability to change flow rate to the consumer.
3. Pump Assembly Requirements
3.1 The flowrate at the pump outlet shall be controllable from 1 mL/minute to 500 mL/minute.
3.2 The pump shall be capable of system pressures of at least 2500 psia at the flow rates specified in
3.1.
3.3 All moving parts shall be guarded such that human contact is not possible.
3.4 The pump head shall not contaminate the deionized water.
4. Inspection and Test
All testing shall be performed with clean, filtered water.
4.1 Piping components shall be hydrostatically or pneumatically tested in accordance with ASME
B31.3, ensuring any reduction in allowable stress at design conditions is accounted for.
4.2 Any pressure vessels in the design shall be hydrostatically or pneumatically tested in accordance with ASME B&PVC Sec VIII Division 1, ensuring any reduction in allowable stress at design conditions is accounted for.
5. Deliverables
5.1 The vendor shall include in their proposal:
5.1.1 Cost and delivery time.
5.1.2 Any options which the vendor feels that the Government should consider, along with accompanying rationale that will allow the Government to perform a proper assessment.
5.1.3 Any exceptions taken to anything within this specification, and proposed alternatives and accompanying rationale that will allow the Government to perform a proper assessment.
5.1.4 Any information not explicitly requested, but that the vendor feels will assist the
Government in evaluating their proposal.
