☒I recommend that NASA, NASA Shared Services Center negotiate with Convergent Manufacturing Technologies, Inc. only for COMPRO/RAVEN PRO and COMPRO 1 Core License Renewal and Post-installation Technical Support Hours. This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA has identified this software for cure process modeling development. In addition, NASA has consulted with aerospace industry partners (Boeing, Lockheed Martin, General Electric, United Technologies Research Corporation, Collier Research, Aurora Flight Sciences, Orbital ATK, McNair, etc.) to determine the most widely used and accepted software for composite processing prediction.
NASA project objectives include the development of COTS software designed to accelerate composites manufacturing. COMPRO and RAVEN are state of the art COTS software packages that meet NASA research needs. The proprietary COMPRO and RAVEN software are developed and sold only by the Convergent Manufacturing Technologies, Inc. NASA has established a contract with Convergent Manufacturing Technologies – US (CMT-US) to develop new capabilities in the currently available versions of COMPRO and RAVEN. NASA requires continued access to the COTS versions of the software to develop a working knowledge and proficiency as well as collaborate with CMT-US on software validation excercises.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
NASA will not be able to complete critical aspects of its mission and several milestones will not be reached if this software is not renewed. It would take substantial duplication of resources and time for another source to provide software and this additional expense is not expected through completion.
