About this file
This document is a Brand Name Justification (BNJ) form from the NASA Shared Services Center recommending the procurement of a HAAS VF-1 CNC Mill for a specific location. The justification cites three primary reasons for sole-source procurement: 1) the machine's controller matches an existing machine in the shop, 2) current personnel are already trained on the HAAS controller, and 3) the HAAS VF-1 Mill is the only mill that will physically fit in the designated location. The document estimates potential training costs at approximately $20,000 if an alternative vendor/brand were selected, and potential scheduling delays of weeks to months for personnel to learn a new system. The recommendation is dated 5/27/2025, with an estimated delivery/performance period of 7/30/2025, and is prepared by Duane Revilock, an Aerospace Engineer from the LMD Office.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
OR
Brand Name Justification:
X I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from HAAS for VF-1 CNC Mill. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 7/30/2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name?
The Controller on the Hass VF-1 has the same controls as an existing machine in the shop. The personnel operating the new machine are all trained to run a Hass controller. The Hass VF-1 Mill is the only Mill that will fit in the location where it will be used.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The equipment might not fit in the user location. Personnel would need to spend time in training and learning a new controller. It would be weeks or months to learn a new system. ~$20K
