About this file
This is a Recommendation and Determination to Solicit from One Source document from NASA Shared Services Center (NSSC) recommending a sole source procurement from AuSIM, Inc. for AuSIM3D Software Service Renewal for the period of 04/01/2025 – 03/31/2026.
The document justifies the sole source by explaining that AuSIM3D software is critical for meeting the Revolutionary Vertical Lift Technology (RVLT) project milestone for cooperative urban air mobility vehicle noise human response study. The service contract will provide software updates and support for the full server software suite (including OpenKernel, Advanced Propagation, Advanced Signals, EventList Manager, GSDB, and AuSIM3D Client modules) and Matlab software components. AuSIM, Inc. is identified as the only qualified source since the software is proprietary and they do not license source code to third parties. Using a different vendor would require additional specialized IT hardware purchases, two work years for integration, and cause a two-year schedule delay.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with AuSIM, Inc. only for AuSIM3D Software Service Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 04/01/2025 – 03/31/2026.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The AuSIM3D software is critical for meeting the Revolutionary Vertical Lift Technology (RVLT) project milestone for cooperative urban air mobility vehicle noise human response study. The service contract will provide required software updates and support for the full server software suite (including OpenKernel, Advanced Propagation, Advanced Signals, EventList Manager, GSDB, and AuSIM3D Client modules), and Matlab software (including AuProbe, AHMTools, HeadZap, VectsonicTools, CalVal, CMMat utilities). AuSIM, Inc. is the only qualified source of service for the AuSIM3D software.
A market survey via an Internet search for vendors failed to indicate an alternative supplier. AuSIM, Inc.
is the only source that can provide this service because the AuSIM3D software is proprietary. AuSIM, Inc. does not license its source code to third parties for software maintenance and enhancements, hence there are no alternative contractors.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Compatibility impacts if another vendor were used would require additional specialized IT hardware purchase to replace the platform the AuSIM software runs on, two work years to integrate with the other systems and a schedule impact of two years.
