RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Wired Informatics.for Invenio License Purchase. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days
ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Invenio software features a distinctive proprietary model designed for the search of medical diagnoses, procedures, and results. This software efficiently indexes and queries text data related to health conditions, procedures, outcomes, and more. It will be integrated into the Information Management Platform for Analytics & Aggregation (IMPALA) suite of software, enabling query capabilities for IMPALA users, including epidemiologists, biostatisticians, physicians, and data scientists. The pricing is reasonable, and they provide an unlimited number of licenses.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If we choose to deviate from the preferred vendor for clinical text extraction, it will incur higher costs for a limited number of licenses and extend the timelines for data refreshes, resulting in fewer refreshes per year. We have not identified any alternative software that matches the capabilities, cost-effectiveness, and availability of licenses of the current solution. Failing to utilize this product will lead to schedule delays and leave us without a suitable software solution for our clinical text extraction needs.
Additionally, reverting to the previous software will require us to invest more time and resources in queries and training while contending with limited licenses.
