About this file
This document is a Statement of Work for a federal contract opportunity to provide 30 high specific energy 18650 trigger cells to NASA. The contractor shall fabricate an internal short circuit device, assemble the trigger cells, perform formation and testing, and deliver the cells to NASA-JSC within 2 months. The key objectives are to evaluate the performance of the 18650 Li-ion cells capable of over 275 Wh/kg and 725 Wh/L, and determine how to adapt NASA's passively propagation resistant battery design solutions to accommodate the thermal runaway response. The related federal contract opportunity is a Special Notice solicitation number 80NSSC24883920Q, seeking 30 high specific energy trigger cells for NASA Shared Services Center.

High Specific Energy 18650 Trigger Cells
Statement of Work
25 Aug 2024
1.0 Objective – NASA seeks to evaluate the performance of advanced Li-ion cell designs in the 18650 format capable of >275 Wh/kg, >725 Wh/L and determine how to adapt its passively propagation resistant battery design solutions to accommodate its thermal runaway response.
2.0 Scope – The contractor shall provide 30 RC41 cells equipped with the KULR internal short circuit device for triggering internal shorts.
3.0 Background – Rincell has developed an advanced 18650 cell design (RC41) that delivers 4.1Ah vs the current state of the art 3.5Ah cell designs. NASA has determined by test that this cell is capable of
302 Wh/kg and 822 Wh/L. NREL/NASA has patented a low temperature, on-demand internal short circuit trigger device and licensed it to KULR.
4.0 Input Materials – None.
5.0 Tasks – The contractor shall perform the following tasks;
5.1 ISC Device – Fabrication of sufficient devices to enable a yield of 30 functional trigger cells.
5.2 Trigger Cell Assembly – The ISCD devices shall be implanted 3 winds into the middle of the jellyroll from the outside and away from any cell tabs. The location of the device shall be marked on the outside of the cell can and wrapper.
5.3 Trigger Cell Formation – These trigger cells shall undergo a charge formation process with temperature exposure that is compatible with protection of wax melting at 57 ± 5°C.
5.4 Trigger Cell Testing
5.4.1 Cell acceptance screening after formation shall include OCV, mass, AC impedance at 1kHz, and 1 standard capacity cycle.
5.4.2 One fully charged and one fully discharged cell with the ISC device shall undergo oven heating or heater triggering until ISC device is activated, while recording
OCV and oven and skin temperature. This is to show the effectiveness of the device in triggering TR and to show no TR at the shipping state of charge.
5.5 Cell Delivery – The RC41-ISCD shall be delivered to NASA-JSC within 2 months after contract start date.
5.6 Data Delivery – The contractor shall provide the results of the cell screening and destructive testing to NASA-JSC at least 2 days prior to starting shipment to JSC.
