About this file

This document is a Recommendation and Determination to Solicit from One Source or Brand Name regarding the procurement of a MBRAUN Labstar Pro SP (1800/780) glove box. NASA Shared Services Center recommends negotiating a sole source contract with MBRAUN for this item, which will be used by NASA Ames Research Center laboratories to store and manipulate solid samples produced from gas and ice chemistry, as well as to protect extraterrestrial samples returned by OSIRIS-Rex and Hayabusa. The total estimated cost is and the delivery lead-time is 6-8 weeks. The justification cites the unique features of the MBRAUN glove box, including UL61010 certification, all stainless-steel construction, automated isolation valves, and proprietary moisture/oxygen/carbon dioxide monitoring, which are required to meet the laboratory's needs. NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with MBRAUN only for Labstar Pro SP (1800/780) glove box. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 to 8 weeks after receipt of order.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Labstar Pro SP (1800/780) glove box will be used by the NASA Ames Research Center (ARC) laboratories that are part of the Cold Solar System Object (CSSO) ISFM team to store and manipulate solid samples produced in these laboratories from gas and ice chemistry (analogs of atmospheric and surface planetary materials). This glove box will allow our CSSO ISFM team to keep the samples in pristine conditions without exposing them to air. We will also use this glove box to store the extraterrestrial samples returned by OSIRIS-Rex and Hayabusa to protect them from contamination. We have conducted market research for different types of glove boxes and found that this model would work well for our needs and is up to less expensive for the same characteristics as other brands. We also have scientific collaborators that use this same model for their laboratory-generated samples, which are similar to the ones we will produce. MBRAUN is a glovebox manufacturer offering UL61010 certified standard product, which is a standard for laboratory electrical codes and safety certification.

MBRAUN glove boxes utilize all stainless-steel circulation piping, valves, and fittings, as well as automated isolation valves, a proprietary sealant, and proprietary moisture, oxygen and carbon dioxide analyzers, ensuring that our samples will be protected from exposure to air and contamination, and allowing a monitoring of oxidizing molecules (H2O, O2, CO2) content in the glove box. Note that MBRAUN also has an office in San Jose, CA.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.

As mentioned above, we have done market research and compared 3 different glovebox manufacturers:

MBRAUN, INERT, and JACOMEX. The MBRAUN Labstar Pro SP model with the features included in the quote corresponds to our needs and constitutes the best value for the money. With a government discount the MBRAUN glove box is quoted at with a lead time of 6 to 8 weeks. With similar or fewer features, an INERT glove box would cost at least , without the possibility of a
