About this file
This document is a Scope of Work for the procurement of a Liquid Fuel Valve for the Pratt & Whitney J-57 jet engines used in the Propulsion Systems Laboratory (PSL). The PSL requires an aftermarket Liquid Fuel Valve to replace the original Fuel Controller, as the J-57 is a 60+ year old engine and replacement parts are no longer manufactured. The Liquid Fuel Valve must have specific technical requirements, including a flow rate of 52 gallons per minute, flow measurement and accuracy, built-in position sensor, failsafe closed operation, 4-20mA fuel demand input and feedback, RS232 communication, and certification for use in hazardous environments. The required deliverables are the Liquid Fuel Valve itself and all associated documentation, including drawings, manuals, and parts lists. This procurement is being conducted through a federal contract opportunity with Solicitation Number 80NSSC24875535Q-R1 for a Turbine Engine Aftermarket Fuel Controller, issued by the National Aeronautics and Space Administration (NASA) Shared Services Center.

Scope of Work
Propulsion Systems Laboratory (PSL) J-57 Supply - Liquid Fuel Valve
Background
The PSL operates Pratt&Whitney J-57 jet engines as part of the combustion air heating process. The J-57 engines are robust and capable but periodically require replacement parts to operate properly. The Fuel Controller on the J-57 is such a part. As the J-57 is a 6+ decades old engine, parts are no longer being manufactured. In order to continue to operate the J-57, PSL requires the procurement of an aftermarket Liquid Fuel Valve to replace the original Fuel Controller.
Specification
The PSL J-57 replacement fuel liquid valve must satisfy the following:
• Flow of 52 Gallons Per Minute
• Flow measurement and accuracy of 3% of reading of 0.5% or full scale
• Built in position sensor
• Must be failsafe closed
• Fuel demand input of 4-20mA
• 4-20mA Flow feedback
• 4-20mA Position Feedback
• RS232 Communication
• Compatible with Jet A
• Certified for Class 1, Div. 1&2, Group D:T4
Deliverables
1. Liquid Fuel Valve as specified above with “-12” connections.
2. Paper and electronic copies of all valve, and accessories documentation.
Including, but not limited to: drawings w/parts list, operations manuals, and maintenance manuals.
