About this file

This document is a Statement of Work (SOW) for the HYPERFIRE System Modification and Testing Support at NASA Langley. The purpose is to modify NASA's existing HYPERFIRE system to meet Langley Research Center's facility safety requirements for subscale Plume Surface Interaction (PSI) testing as part of the Human Landing System (HLS) program. The contractor will be responsible for procuring and installing any required valves, sensors, tubing, insulation, heaters, or other hardware components to ensure HYPERFIRE's compliance with Langley's safety standards. After NASA inspection and acceptance, the contractor will prepare the system for transport and assist with its on-site installation at Langley. Key deliverables include the safety-compliant HYPERFIRE system hardware and updated technical documentation. The performance period is from the date of award through December 31, 2024.

The related federal contract opportunity is a sole source procurement for this HYPERFIRE modification work. NASA Stennis Space Center intends to award a contract to Purdue University as the sole provider of this support. Interested parties may submit their capabilities in writing by June 18, 2024, but a decision to conduct a competitive procurement will be at the government's discretion.

Statement of Work:

HYPERFIRE System Modification and Testing Support at NASA Langley

Purpose: NASA’s Human Landing System (HLS) program will conduct subscale Plume Surface Interaction (PSI) testing at Langley Research Center (LaRC) in CYs 24-25. Tests will require heated ethane propellant for inert simulation of rocket plume aerodynamics. This effort will modify NASA’s existing HYdrocarbon Propellants Enabling Reproduction of Flows in Rocket Engines (HYPERFIRE) system to meet LaRC’s facility safety requirements.

Scope: The contractor will be responsible for ensuring HYPERFIRE’s compliance with all requirements imposed by LaRC’s facility safety team identified prior to the contract award date. This includes procurement, non-destructive evaluation, and installation of any requisite valves, sensors, tubing, insulation, heaters, or other hardware components. After NASA inspection and acceptance, the contractor shall prepare the system for transport and assist in its installation on-site at LaRC.

Deliverables:

- LaRC-safety-compliant HYPERFIRE system hardware.

- Updated versions of all HYPERFIRE drawings, diagrams, schematics, operating procedures, and CAD files reflecting the changes

Deliverables Schedule: Upon award, the contractor shall provide a schedule of all non-hardware deliverables (design documents, test data, etc.). As the effort progresses, the contractor shall present a brief formal status update on a monthly basis. The HYPERFIRE system must be delivered to LaRC by December 31, 2024. Contractor personnel shall be prepared to provide on-site installation assistance upon delivery.

Applicable Standards:

- NFPA 496:2017 Edition - Standard for Purged and Pressurized Enclosures for Electrical Equipment

- NFPA 497:2017 - Recommended Practice for the Classification of Flammable Liquids, Gases, or Vapors and of Hazardous (Classified) Locations for Electrical Installations in Chemical Process Areas

- NASA-RPT-STD-8070-001 REV 2-1, Surface Cleanliness Standard for Fluid Systems for Rocket Engine Test Facilities of the NASA Rocket Propulsion Test Program

- NASA-STD-8719.17 REV C, NASA Requirements for Ground-Based Pressure Vessels and Pressurized Systems (PV/S)

- SSTD-8070-0126-PIPE REV B-2, Tubing Systems for Facility Systems, Special Test Equipment, and Aerospace Hardware

Performance Period: Date of award – December 31, 2024

Quality Assurance: The Contract Administrator and government reserve the right to inspect all work at all times during and upon completion of fabrication and to witness any or all tests. The contractor shall cooperate fully to enable the COR or government designated representative to be present at the performance of any or all tests and any other activity as specifically requested. The contractor shall furnish all equipment and materials for all tests except where stated otherwise. The contractor shall notify the COR one month prior to performance of any and all tests.
