Statement of Work
RPS Program Development and Planning Facilitation Background
The Radioisotope Power Systems (RPS) Program Office manages an agency-wide program for NASA’s development of radioisotope power systems that will provide power for future solar system exploration. The Office is located at Glenn Research Center in Cleveland, OH and coordinates efforts with the Department of Energy (DOE), other NASA Centers, the Glenn Research Center organizations, and a variety of contractors.
Explanation of Work
This solicitation is to secure support to the RPS Program in the areas of organizational development, team building, change management, and program development. This work requires a contractor who is familiar with radioisotope power systems, their historic use in spacecraft development, the unique challenges of working within a government contracting environment, and the NASA and DOE organizations and management.
Period of Performance
June, 2024 – June, 2026;
1. Vendor shall conduct up to six, 1 to 2-Day, Radioisotope Power Systems (RPS) Program or Project Leadership Planning meetings. Specific purpose and topics for each meeting will vary but all meetings are directed at building a strong and seamless team and management structure at the program and project levels. Facilitation provided shall lead team through development of program and project-related documentation that conforms to program delegated roles and responsibilities.
For each meeting there will be joint planning between NASA and the NASA contractors and DOE, facilitated by the Vendor that will determine the specific purpose and objectives of the meeting, the agenda and the participants. Following the planning discussion the Vendor shall deliver the Agenda with the Objectives. NASA will be responsible for meeting logistics. For planning purposes it is the intent of NASA to hold 2 of these meetings within the Washington D.C. area, 3 within the Cleveland, OH area, and 1 within the Pasadena, CA area.
2. Vendor shall provide Program Leadership consultation and coaching. Vendor to consultation and coaching for key leadership positions within the RPS Program and its critical project positions. Identified needs to include minimum of 3 individuals, likely up to six to be coached.
Sessions expected to be conducted over 6 months and not to exceed 150 hours of 1-on-1 coaching and / or consultation. Timetable for the coaching sessions shall be determined directly between the coach and individual being coached. Vendor is to be KNOWLEDGEABLE about the RPS Program and Project, its team leadership challenges, of NASA be able to coach from previous experience with working with the Projects and RPS program.
Deliverables
Item 1 shall result in team-based products that are self-generated through the facilitated process. The contract deliverables for item 1 shall be Agendas and Summary Reports documenting the process used to develop the products, any associated agreements, the risks and opportunities for team issues/improvements that are seen as a result of the facilitator’s expertise, and any team-based or individual leader recommendations for organizational improvement resulting from the process.
Item 2’s deliverable shall include verbal feedback, and written summary of developed action plans and / or products that are discussed in one-on-one sessions (models, message points, strategy options, etc.).
Where appropriate, a summary documenting individual improvement at the end of the 6-month interval may also be issued and / or discussed with individuals.
Estimated Cost
– cost includes the facilitation, coaching and travel expenses for the deliverables listed above.
