About this file
This document is a Statement of Work (SOW) for the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) to procure an additively manufactured GRCop-42 L-PBF RDRE "Core" piece.
The SOW requires the vendor to fabricate the hardware using GRCop-42 powder bed fusion (PBF) additive manufacturing, with specific post-processing requirements such as powder removal, heat treatment, and removal from the build plate. The vendor must provide GRCop-42 material, achieve a minimum density of 99.2% prior to post-processing, and complete the build in one piece with no restarts or seams. The final part must undergo Hot Isostatic Pressing (HIP) at a designated facility. The vendor shall provide a basic build package, test bars, and sample coupons, and must be ITAR registered. The finished "Core" piece is to be delivered to MSFC.
The related federal contract opportunity is a Special Notice for the production of the GRCop-42 L-PBF RDRE "Core" Piece, which NASA intends to award on a sole source basis to Additive Manufacturing & Engineering, Inc. under FAR 13.106-1(b)(1)(i). The government is seeking capabilities and qualifications from interested organizations by 4/23/2024 to determine whether to conduct the procurement competitively.

Statement of Work (SOW)
The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center (MSFC) has a need for additively manufactured GRCop-42 L-PBF RDRE “Core” piece. This hardware must be fabricated with GRCop-42 via L-PBF and include integrated coolant channels, and integrated fluidic diode structures. In addition, it must be post-processed with specific processing criteria such as the proprietary process of de-powdering.
Task 1, Production of Additively Manufactured Hardware All hardware will be designed by NASA engineers at Marshall Space Flight Center and their respective models supplied to the vendor before production. Other specific requirements of the production process shall be established with the vendor.
Task 2, Post Processing of Additively Manufactured Components Several of the required post processing steps shall be conducted by the vendor. These include powder removal, heat treatment, and removal from the build plate. Heat treatment (HIP) will be performed at Pressure Tech of Ohio as outlined in Requirements. NASA Marshall Engineers reserve the right to conduct any post processing steps determined by Marshall Engineers in-house.
Requirements for Additively Manufactured GRCop-alloy hardware:
1. Vendor shall fabricate all “core” hardware using GRCop-42 powder bed fusion (PBF) additive manufacturing.
2. The material shall be GRCop-42. Vendor shall provide GRCop-42 material to complete all builds.
3. Density of the material in the as-built condition shall be a minimum of 99.2% prior to any post-processing heat treatments or Hot Isostatic Pressing (HIP) operations and be demonstrated prior to fabrication of any hardware.
4. Vendor shall complete build in one-piece, with no restarts or seams, and remove all powder from the channels prior to further operations defined in Requirement #6.
5. Part shall not be exposed to moisture until powder from channels can be confirmed.
6. Part shall complete Hot Isostatic Pressing (HIP) at Pressure Technology, Inc. (Concord, OH) according to NASA processing parameters. Pressure Technology, Inc. has completed all prior development of GRCop and has defined processing operations for these types of parts. Part shall remain on the build plate for HIP operations to help with handling.
7. As-built surface finish requested, no media blasting.
8. Any anomalies during the build process of the final part should be reported to MSFC Technical Point of Contact.
9. Vendor shall remove parts from the build plate prior to delivery.
10. “Core” shall be delivered to Marshall Space Flight Center.
11. Vendor shall provide a basic build package including any build anomalies and data relative as evidenced of process validation under documentation required by AS9100, ISO9001, or similar standard. Vendor shall also provide test bars and sample coupons in accordance with industry standards.
12. Vendor shall be ITAR registered or demonstrate ability to handle ITAR data.
Shipping
1. Contractor shall ship any applicable hardware deliverables to:
Central Receiving, Bldg 4631
4203:4308 NASA Marshall Space Flight Center Huntsville, AL 35812
Deliverables
1. GRCop-42 L-PBF RDRE “Core” piece per drawing MER06347-013.
