STATEMENT OF WORK

STATEMENT OF WORK

1. OBJECTIVE

The National Aeronautics and Space Administration (NASA) Office of Strategic Infrastructure (OSI) seeks to acquire a commercial-off-the-shelf (COTS) solution for utility invoice data management and tenant billing; along with the system administration and technical support services to provide, configure, implement, and administer the COTS solution. The configured COTS solution shall be known as NASA’s Utility Services Allocation System (USAS). All references in this scope of work to USAS shall refer to the contractor-provided and contractor-configured COTS solution. NASA intends to award a contract for the configuration, integration, and administration of the new software-as-a-service (i.e., cloud-based) enterprise-wide solution that includes hosting, licensing, configuration, data architecture, integration, testing, training, maintenance / support services, and system administration.

The contractor shall provide a cloud-based commercial offering, shall meet the technical and operational requirements herein, shall ensure integration with specified information technology (IT) systems and software, and shall operate and maintain USAS in accordance with industry best practices, Federal Regulations, and NASA guidelines. The contractor shall provide a solution that is Federal Risk and Authorization Management Program (FedRAMP) Low Authorized at the time of contract award and capable of achieving an Agency Authority to Operate (ATO) within 90 calendar days of Notice To Proceed (NTP).

2. BACKGROUND.

2.1. NASA OSI ensures that the appropriate utility services are available to meet NASA’s mission requirements. To this end, the OSI Facilities and Real Estate Division (FRED) leads NASA’s program to fund, procure, operate, and maintain utility services within NASA Centers. Additionally, with support from the OSI Environmental Management Division (EMD), FRED accounts for the consumption of utility services within facilities, ensures appropriate cost sharing (or “billing”) for these services with tenants, and produces actionable data that supports energy and water efficiency initiatives and compliance with Agency and federal reporting requirements.

2.2. To enable Agency-wide standardization of charging practices and pricing policies for utility services, and to enable productivity gains during this process, the Agency requires an enterprise-level utility invoice data management and utility services allocation system that is COTS-based and administered in a manner that is Utility and Energy Manager centered and aligns with industry best practices for utility and energy management.

2.3. Each of NASA’s Centers currently manage utility invoice data and utility services allocation through differing processes and technology, often with minimal automation, and without an integration up to the Agency-level.

3. BASE SCOPE

3.1. Functional Standards.

The contractor shall provide a logical, standardized, configurable user interface. The contractor shall provide a Utility and Energy Manager focused, user‐friendly system. The contractor shall provide pre‐configured, customizable dashboards that display selectable data related to all aspects of utility invoice data management and utility services allocation to include, but not limited to, invoice status, cost, consumption, unit cost, and energy intensity. The contractor-provided solution must provide an efficient method of navigation and shall provide a single launch page that leverages click‐through navigation to manage multiple utilities, facilities, and meter relationships.

3.2. Accessibility.

3.2.1. Section 508 Compliance. NASA is committed to providing accessible Information and Communication Technology (ICT) to individuals with disabilities, including members of the public and federal employees. To the extent practical, the contractor-provided solution shall meet or exceed all requirements of Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d).

3.2.2. To the extent practical, ensure the use of “Color Blind Friendly Palettes” and web accessibility features (https://www.ada.gov/resources/web-guidance/). All dashboards and reports that show colors (e.g., Red, Yellow, Green) should include a text indicator to maximize accessibility for users. For example, color coding may be augmented with indicators such as (R), (Y), (G) for color blind team members.

3.3. Data Rights.

3.3.1. The contractor shall, in accordance with FAR 52.227-14, provide the Government with unrestricted ownership rights to the utility data within the software/program.

3.4. Security Requirements.

3.4.1. Compliance with Standards, Policies, and Reporting Requirements.

The contractor shall be subject to all NASA and Federal IT Security standards, policies, and reporting requirements. The contractor shall meet and comply with all NASA IT Security Policies and all applicable NASA and Federal standards and guidelines, and other Government-wide laws and regulations for protection and security of Information Technology. As applicable, the contractor shall comply with the following policies and regulations:

a.Federal Information Security Management Act of 2002 (44 U.S.C. 3541 - 3549)

The contractor solution shall be FedRAMP Low Authorized at the time of contract award and capable of achieving an Agency Authority to Operate (ATO) within 90 calendar days of Notice To Proceed (NTP).

3.4.3. Access Control and Authentication.

The contractor shall support a secure, multi-factor authentication (MFA) method for Government-consuming end users to access the service and for Government personnel who will perform administrative duties. Specifically, the contractor shall support integration of the service with multi-factor NASA authentication services including SAML 2.0 and Federal Government Personal Identity Verification (PIV) Card access. A user inside NASA’s firewall shall be able to access the solution without having to provide separate credentials. The contractor provided solution shall support an MFA solution that aligns with all applicable Federal IT security standards and policies. Access controls must comply with NASA IT and security policies. These policies include session timeouts and inactive user lockouts. The information system/IT solution shall support role-based access controls to distinguish between end users needing access to different levels of data (e.g., end users only needing access to non-sensitive data and end users needing access to sensitive data).
