About this file
This notice solicits proposals for a sole source contract to procure a flight spare unit for the Roman Space Telescope Solar Array Sun Shield Tuned Mass Damper. The National Aeronautics and Space Administration Shared Services Center intends to award a contract non-competitively to Moog Inc. to deliver one SASS TMD flight unit, along with associated ground support equipment and documentation updates. Interested parties may submit qualifications by February 16, 2024 to be considered for a competitive procurement instead, though sole source award to Moog Inc. is within the agency's discretion. The work will be performed at NASA's Goddard Space Flight Center. The North American Industry Classification System code for this work is 336419.

Statement of Work Roman Space Telescope, Solar Array Sun Shield (SASS) Tuned Mass Damper (TMD) Flight Spare Unit
1 BACKGROUND
The Roman Space Telescope (RST) is a mission responding to the 2010 National Research Council New Worlds, New Horizons (NWNH) Astronomy and Astrophysics Decadal Survey top priority recommendation in the large space mission category. The science program includes two dedicated investigations to tackle outstanding questions in dark energy research and exoplanet exploration, and includes a substantial General Observer program to enable targeted investigations of astrophysical phenomena to advance other goals from the Decadal Survey. A coronagraph instrument is included in the payload for purposes of advancing the present state of the art of coronagraph technology.
, (contractor) delivered quantity four (4) flight SASS TMD units to NASA/GSFC. As part of that activity, contractor fabricated, assembled, and tested (i.e. “completed”) “5 to get 4” – including an internal spare unit to mitigate internal process risk; this fifth unit was subjected to the same processing concurrently with the four deliverable units and can be considered flight qualified.
To mitigate integration and test risk, NASA/GSFC would like to procure the fifth unit to serve as a flight spare unit at NASA/GSFC.
2 STATEMENT OF WORK
The contractor shall provide the following hardware to meet the requirements of the RST SASS TMD Specification (RST-MECH-SPEC-0311):
a) One (1) SASS TMD Flight Unit
b) Ground Support Equipment (GSE) to support Integration and Test activities at the Observatory level; GSE includes:
a. Shipping Container
b. Shipping, handling, and integration fixtures identical to those delivered with the prior delivered quantity 4 flight units under contract
The handling of flight hardware shall be performed by qualified personnel in accordance with procedures that address cleaning, handling, packaging, tent enclosures, shipping containers, bagging, and purging.
These procedures are documented in the Contamination Control Plan. Compatible packaging shall be selected so that hardware is not contaminated or otherwise degraded during shipping or storage. All personnel working on flight hardware shall be certified as having completed the required training and competency certifications prior to handling any flight hardware. This includes, but is not limited to, workmanship, clean room and ESD awareness courses.
Products shall be stored, preserved, marked, labeled, and packaged to prevent loss of marking, deterioration, contamination, excessive condensation and moisture, or damage during all phases of the program. Stored and stocked items shall be controlled in accordance with documented procedures and be subject to quality surveillance.
Contractor is responsible for providing an acceptable shipping container that protects the hardware appropriately.
While in a shipping container, the SASS TMD shall be wrapped in a non-ESD-generating vapor barrier with redundant maximum humidity indicators. Packaging materials and methods shall not degrade the molecular or particulate cleanliness of the item.
The shipping container shall also include shock and humidity indicators and be capable of prolonged shipping conditions. The contractor shall document what action NASA/GSFC is to take if the sensors are tripped when hardware arrives at the NASA/GSFC receiving area, and a copy of this information be included with the shipping documentation.
By executing the act of product shipment, the supplier certifies that the product complies with all contract requirements. Prior to shipping, quality assurance personnel shall ensure that:
• Fabrication, inspection, and test operations have been completed and accepted.
• All products are identified and marked in accordance with requirements.
• The accompanying documentation (contractor's shipping and property accountable form) has been reviewed for completeness, identification, and quality approvals.
• Evidence exists that preservation and packaging are in compliance with requirements.
• Packaging and marking of products, as a minimum, comply with Interstate Commerce Commission rules and regulations and are adequate to ensure safe arrival and ready identification at their destinations.
• The loading and transporting methods are in compliance with those designated in the shipping documents.
• Integrity seals are on shipping containers and externally observable shock or humidity monitors do not show excessive environmental exposure.
• In the event of unscheduled removal of a product from its container, the extent of re-inspection and retest shall be as authorized by NASA or its representative.
• Special handling instructions for receiving activities, including observation, and recording requirements for shipping-environment monitors are provided where appropriate.
• Shipping documentation and containers shall contain appropriate measures (signs/warnings) to ensure that the item’s packaging is only removed or opened inside of a cleanroom.
• Special handling instructions for receiving activities, including observation, and recording requirements for shipping-environment monitors are provided where appropriate.
The contractor’s quality assurance organization shall verify prior to shipment that the above requirements have been met and sign off appropriate shipping documents to provide evidence of this verification. The contractor shall ship Free On Board (F.O.B.) destination to NASA/GSFC Greenbelt, Maryland. The contractor has the responsibility for any damage incurred during shipment.
