About this file
This solicitation is seeking proposals for a new meteorological tower trailer to replace an existing damaged trailer. Key requirements include procuring an industrial grade, heavy duty, multi-terrain trailer with four wheels that is self-supporting and guy capable. The trailer must be equipped with a fully automatic telescopic structure that raises greater than or equal to 100 feet, have a 15,000 pound GVWR payload capability of at least 3,500 pounds, and meet applicable United States Federal Vehicle Safety Standards. The solicitation is set aside for small businesses, with proposals due within 30 days to the National Aeronautics and Space Administration Langley Research Center.

STATEMENT OF WORK
Mobile Tower System for Weather Sensing
1.0 Introduction/Background: A meteorological tower (Met Tower) trailer that is fitted with various weather sensors including 3D sonic anemometer, temperature probes etc. was being used for collecting atmospheric weather data. This Met Tower was originally procured from . This Met Tower can be raised up to 106 ft. in height and the telescope structure was mounted on a mobile trailer suitable for transportation to various locations. This tower has been to various airports for collecting weather data. In recent years, it was located inside NASA’s CERTAIN range where various atmospheric experiments and UAS flights are being carried out. The ECN number of this Met Tower is ECN 2268059.
Recently, due to aging and corrosion from exposure to ambient conditions, the tower main cable snapped thereby collapsing the entire hydraulic system and the telescope structure. The cost associated with repairing the old hydraulic system was exorbitant and a new system was available from the same vendor for about similar costs. Hence, a new Mobile Tower System (MTS) is being procured from the same vendor to replace the damaged MTS for weather operations.
2.0 Scope of Work: The objective is to procure an MTS for use as a Met Tower trailer with similar or better features than the existing Met Tower trailer.
3.0 Objectives: The proposed MTS is being to help in collecting weather data over heights up to and greater than 100 ft. This tower system will be fitted with highly sensitive and calibrated 3D sonic anemometers, temperature probes and various weather-related sensors for atmospheric weather and UAS navigational sensing applications.
4.0 Description of the Work/Contractor Tasks:
The minimum specifications for the MTS for wather sensing applications are as follows:
1. The industrial grade, heavy duty, multi-terrain trailer with four wheels will be self-supporting and guy capable.
2. Solid Steel Construction with weather resistant coatings for suitable for operation in all weather conditions
3. Equipped with fully automatic telescopic structure that raises greater than or equal to 100ft (33m).
4. 15,000lb capacity GVWR with deck-top transportation Payload capability >=3500 lbs
5. Trailer Length: > 20”
6. Trailer Width: 8’0”
7. Heavy-duty, direct drive, hydraulic, TEFC Wash Down rated motor and gearbox tower raising assemblies; tilt and telescope functions designed to a maximum 550lb (250kg) lift capacity at 120VAC/60Hz
8. Equipped with certified lights/wiring, spare tire, storage box, primed and painted trailer structure, with attached towing device, landing gear, tow safety chains
9. All trailer mounted equipment and accessories requiring operation or maintenance is easily accessible
10. Meet all applicable United States Federal Vehicle Safety Standards including ASTM, DOT, TIA-EIA and other related codes, guidelines, and standards.
5.0 Deliverables: A fully assembled and functional unit will be delivered along with associated operational manuals including maintenance and safety instructions
