About this file

This document is a recommendation and determination to solicit from one source or brand name for the acquisition of engineering imagery equipment to support the Artemis program. The recommendation is to negotiate solely with IO Industries and Mikrotron to provide a Redwood 12MP camera, Rodeo DVR, and Mikrotron EoSens 21CXP12 camera. These specific brands and models are required to meet unique project needs for capturing debris during launch in proximity to rocket engines, as well as ensuring compatibility with the current Mobile Launcher configuration. Soliciting other vendors could impact schedules and increase risks to the program if legacy film solutions fail without the ability to procure spares. The total estimated cost of this sole source acquisition is redacted, with an estimated period of performance of 30-45 days. The related federal contract opportunity is listed as solicitation number 80NSSC24852411Q-R1 for the required cameras, DVR, and support equipment from the named sources through the National Aeronautics and Space Administration Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from IO Industries and Mikrotron for the Redwood 12MP Camera, Rodeo DVR, and Mikrotron EoSens 21CXP12. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30-45 days.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This equipment has been specifically selected to meet unique project requirements for engineering imagery acquisition in support of the Artemis program. These requirements have been formulated based on surviving a violent launch environment in direct proximity to solid rocket boosters and liquid propellent rocket engines and meeting specific program goals for debris characterization that are only achievable through a handful of solutions currently available on the market. Additionally, this solution/provider has been selected based on the design of its local storage / streaming capabilities and ability to survive in extreme environments.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand is used the government may lose compatibility with the current configuration of Mobile Launcher (ML). This may lead to schedule impacts and push back the earliest date for implementing High Speed Digital (HSD) solutions which increases the risk of current legacy High Speed Film (HSF) end items failing without the ability to procure spares due to market obsolescence.
