About this file

This document contains a Statement of Work (SOW) for individual audits of the financial statements of the Goddard Employees Welfare Association (GEWA), Goddard Child Development Center (GCDC), Wallops Exchange and Morale Association (WEMA), and NASA Headquarters Exchange Council (HQEC).

The SOW details the requirements for comprehensive financial audits to be performed on these non-appropriated fund entities, which are instrumentalities of the U.S. Government, in accordance with Government Auditing Standards. The audits must cover comparative financial statements for two fiscal/school years, provide opinions on the financial statements, report on internal controls and compliance, and include deliverables such as audit reports and recommendations. The SOW specifies the place of performance, period of performance, and government-furnished information to be provided. It also notes the potential for a quality control review by the NASA Inspector General. For the smaller HQEC, the SOW requires a compilation and review by an independent public accountant rather than a full audit.
