The Government will award to the Vendor whose quote conforming to the solicitation will be most advantageous to the Government offering the best overall value to the Government that meets all solicitation requirements and is determined responsible in accordance with the Federal Acquisition Regulations. The Government’s objective is to obtain the highest technical quality considered necessary to achieve the project’s objectives, with a reasonable firm fixed price.

Evaluation factors are listed in descending order of importance with Technical Approach being the most important aspect and Price being the least important.

Government’s requirement.

The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, contract terms and conditions, or unrealistically high or low in price when compared to Government estimates and/or competition, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the SOO requirements.
