Supporting and facilitating meetings
Supporting SBIR/STTR Post Phase II activities such as Phase II-Extended (II-E), Civilian Commercialization Readiness Pilot Program (CCRPP), Sequentials, and Phase III -technology transition activities. This includes analyzing the SBIR/STTR portfolio for opportunities, participating in reviews with Contracting Officer Representatives (CORs) and firms, and working with the centers and firms on processes, post Phase II applications, and followup actions.
Supporting the creation and development of success stories about firms, individuals, and technologies that have supported NASA missions
Attend program/project meetings and other events to raise internal awareness of the technologies available and mechanisms for leveraging SBIR/STTRs from Phase 1 through post-Phase II
BryceTech currently performs these activities under order 80NSSC23FA268 off of NASA’s ESIP multiple award BPAs, and it is logical to continue the services under this order in the interest of economy and efficiency due to their institutional knowledge and intellectual capital gained throughout the performance of this order. The aforementioned scope of work that currently supports two CTTLs and three MDLs is needed to support the program’s operations and provide the same support for the PMO. This includes but is not limited to all NASA Center Liasons (CLs) and MDLs, . The CLs and MDLs are integrated into the new master PMO plan. NASA’s SBIR/STTR program is committed to its mission of creating opportunities through SBIR/STTR awards to leverage small business knowledge and technology development for maximum impact and contribution. In order for the program to achieve this, it must have continuity in services to the small business community in alignment with NASA Mission Directorate s goals and objectives.
BryceTech currently works with the NASA SBIR/STTR teams to meet the congressionally mandated award selection timeline for the SBIR Phase I and II Review/Selection (RevSel) process, which began on February 5, 2024, with a value of $145,000,000.00 being awarded to approximately 360 small business contracts. There is a 90 day requirement for the award to be made. Phase I and II reviews involve the in-processing of approximately 1900 proposals. The in-processing workflow includes manual review of proposals submitted to ensure solicitation requirements are met, including formatting, budgetting, certifications, key personnel, etc.
BryceTech is the current awardee for call order 80NSSC23FA268 and has the knowledge, experience, and staff available with expertise on current procedures and additional undocumented processes that are not yet in place. BryceTech developed automation tools to expedite the manual review process using Power BI, which is an interactive data visualization software. The data from the SBIR database requires manual extensive labor as the database is not fully developed. The data also has to adhere to consinstent governance. BryceTech has already shared the knowledge from the database systems and is able to consistently in-process to ensure
Rev.:7/2022 the program evaluates per the solicitation criteria. They are readily capable of supporting the activities without impact to schedule due to their current involvement in the active SBIR review phases. BryceTech’s staff provides efficiency by working across multiple program areas during cyclical high demand times rather than being siloed in one area/workstream, and has facilities near all 10 NASA centers, which provides additional access as needed. This aligns with the new PMO organizational model, as CLs and MDLs are not directly supported by one team member but rather a group of people who are cross functional and can provide surge support.
Supporting these functions requires that the contractor have expert level knowledge of current SBIR/STTR systems and processes to run processes end-to-end. In addition, some processes are manual and exist outside of the systems. BryceTech helped develop some of the current standard operation procedures and has intrinsic knowledge of future standard operation procedures they are creating. There are ad-hoc tools that BryceTech developed with the Program Office that will be built into existing systems. BryceTech utilizes their own tools, and award to another contractor could result in additional independent tools that are not currently included in the review phases. This would disrupt the current workflow, and the new tools could potentially not be integrated. BryceTech is able to properly communicate to users the steps and nuances in successfully reviewing proposals, and award to another contractor could cause delays due to phase-in and training on these procedures.
If the Government made an award to another contractor other than BryceTech, it would result in a duplication of effort, risk to the program, and approximately $3.4 million in replacement costs based on incumbent contract knowledge and the level of effort needed to address any learning curves and new processes. Replacement costs include labor, other direct costs (equipment and travel), overhead, and training. A new contractor, without the knowledge of processes could potentially cause a delay in meeting requirements and time constraints of the additional work within scope. The services provided by this Call Order are vital to the support of NASA’s critical mission activities. Therefore, continuity of these services must be maintained at a consistently high level without disruption.
Determination by the contracting officer that the order represents the best value consistent with FAR 8.404(d):
The Contracting Officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated price to the government will be fair and reasonable. The Call Order was solicited on a competitive basis and the prices are considered fair and reasonable based on adequate competition and GSA pricing. BryceTech’s proposed labor categories are consistent with the labor categories in BryceTech’s GSA price list under Special Item Number (SIN) 541611. In accordance with FAR 8.405-4, BryceTech provided a discount on all BPA labor categories.
Market Research:
In accordance with FAR 10.002(b)(2)(ii), market research was performed to confirm this additional work is identical to the original call order 80NSSC23FA268 scope in which the
Rev.:7/2022 contractor shall provide the necessary resources and services to meet the ongoing requirements for the applicable program areas.
A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
