(GRC-ATF Above-Ground Diesel Storage Tank), Version 3.0
Template Rev. Date: 3/8/2022
Background This specification defines the technical requirements for the procurement of a single above-ground diesel tank (AST) for use on-site at Glenn Research Center Armstrong Test Facility.
Quality Assurance Standards (e.g. ISO 9001, AS9100, NFPA, ASME Boiler & Pressure Vessel Code, etc.)
The AST will meet the standards described in UL 142 and will be labeled as such.
Reference Documents (e.g. drawings, NASA procedures, computer files, etc.)
N/A
Government Furnished Equipment/Materials (this is equipment and/or materials to help perform the work;
not the item being worked) NASA will provide slab, protective bollards and electric at time of installation.
Scope of Work to be Performed The vendor will supply a single 6,000 gal diesel compatible above ground storage tank with the following specifications:
• UL 142 Flameshield
• Tank Exterior tank color to be white
• Liquid level gauge with alarm
• At-a-Glance leak gauge
• Remote Fill/Spill Container
• Decal kit (Diesel)
• Install Fill Rite 313 Pump and Fill Rite 902 Dispensing cabinet equipment
• Emergency Stop and required conduit and cabling to be provided and installed by Government
• Provide drawings and application processing for fuel system permit. (Code Enforcement Permit billed at cost on final invoice)
• Tank tightness test.
• Coordinate with State Inspector for final inspection. (Inspection to be billed directly to Government by State)
• Freight included
Health and Safety Plan (HASP) Is a HASP required for this work?
See Chapter 17 of the Glenn Safety Manual A Health and Safety Plan (HASP) will be required for tank offload when delivered. The HASP will be approved prior to commencement of work.
Pressure Vessels and Systems Does this work include pressure vessels and systems?
Note: If yes, these should be reviewed and approved by GRC Pressure Systems Office (PSO) prior to purchase. See Appendix for full context of “should” statement.
This work does not fall under the jurisdiction of the PSO.
Environmental Impacts (delete bullets that do not apply, if none apply delete all and enter “None”) Environmental impacts are only relevant during tank operations. The scope of this SOW is strictly tank procurement. GRC environmental personnel will monitor and assess tank operations once filled and utilized.
Environmental Waste There are no environmental wastes expected to be produced by this work scope.
Inspections (define all required inspections; subcontractor, TFOME, NASA) The product will be evaluated upon delivery to ensure it meets the agreed upon specification detailed above.
Milestones
• Purchase order issued
• AST delivery at GRC-ATF
Deliverables
• AST delivery in agreed upon timeframe
• AST meets required specifications outlined in this document
Period-of-Performance:
Delivery expected 14-16 weeks from PO issuance.
Non-Conforming Deliverables Non-Conforming Deliverables will be evaluated by NASA Glenn Research Center for consideration of acceptance “as-is”. Deliverables not meeting the requirements will be corrected at the contractor’s expense. Delivery of corrected deliverables shall be expedited. Actual delivery dates will be negotiated with NASA Glenn Research Center at the time of rework.
All non-conforming work per inspection check sheet will be submitted as a quote.
Warranty [identify desired warranty terms and conditions (e.g. hardware , workmanship, etc.)] Limited Warranty. COMPANY WARRANTS THAT ITS WORKMANSHIP AND
MATERIAL, EXCLUDING MONITORING SERVICES, FURNISHED UNDER THIS
AGREEMENT WILL BE FREE FROM DEFECTS FOR A PERIOD OF NINETY (90) DAYS
FROM THE DATE OF FURNISHING.
Government Acceptance [identify the civil servant that will accept the deliverable(s)] Work acceptance will be based on all check lists being completed in a timely manner and not to exceed the close of business on Sept 30th, 2022. APPENDIX: GROUND-BASED PRESSURE VESSEL AND SYSTEMS PURCHASES
NASA policy requires that the Pressure Systems Manager (PSM) review ground-based pressure vessel and systems (PVS) design and procurement specifications for compliance with NPD 8710.5 and NASA Standard 8719.17, which require that all new PVS be designed, acquired, fabricated, inspected, tested, installed, repaired, altered, operated, and maintained in accordance with the applicable codes, standards, guides, and regulations. Further, all flexible hose purchases shall conform to Glenn Safety Manual Chapter 7, paragraph 6.3.
The GRC PSM grants technical review authority to the PVS Government’s organization. However, to avoid potential cost and schedule delays resulting from PVS that are not compliant with NPD 8710.5 and NASA Standard 8719.17, PVS requesters are strongly encouraged to involve the Pressure Systems Office (PSO) as early in the project effort as possible (e.g. – invite the PSO to participate in all reviews, seek the feedback of the PSO on specifications prior to the purchase of significant PVS), instead of waiting to obtain PSO concurrence during the safety permitting and recertification process.
If a PVS requester is unsure regarding the PVS’s code compliance, and/or proper application of the PVS in an existing or new system (i.e. design pressure/ Maximum Allowable Working Pressure (MAWP), minimum design metal temperature, maximum design temperature, commodity compatibility, etc.) it is best to request a PSO review prior to initiating a procurement activity.
A PSO review may be requested by calling the Contact the PSO Help Line at (216) 433-2973 or by e-mail at grc-pso@mail.nasa.gov. All requests should include the following pertinent information:
http://pso.grc.nasa.gov/DocumentFiles/PSODocs/7330/New Construction Documentation Checklist 6- 1-2010.pdf. Electronic files can be transmitted via e-mail and hardcopies can be sent to the PSO at MS 6-8. Where the review request involves the replacement of existing recertified PVS, please provide the recertification tag numbers of the PVS being replaced.
