STATEMENT OF WORK

Security Management System

El Paso Forward Operating Location

1. Objective/Requirements JSC has limited mission activity at the El Paso Forward Operating Location (EPFOL) focusing on aircraft fleet maintenance. The facility consists of two aircraft hangars used for quality assurance and support operations. Much of the existing security management system infrastructure is or has approaching lifecycle replacement, particularly the electronic access control equipment. The HID card readers and supporting Lenel control panels are the backbone of the Enterprise Physical Access Control System (EPACS) and have not been routinely maintained or regularly sustained.

Additionally, EPFOL has 18 Axis Closed-Circuit Television (CCTV) cameras that provide surveillance coverage for situational awareness and archival footage for investigation purposes.

Most of the existing infrastructure does not meet NPR requirements and requires immediate upgrade and/or replacement.

2. Characteristics, Scope, and Specs The vendor shall perform the following:

i. The vendor shall procure and install (replace one-for-one exterior card readers) the listed EPACS electronic access control equipment at Table 1.

ii. The vendor shall procure and install door contacts on large sliding hangar doors. See Table 2.

iii. The vendor shall in Hangar 2 relocate the Lenel wall mount panel and 12v power supply currently above the drop-down ceiling to below the ceiling and placed on the wall. See Table 3.

iv. The vendor shall provide EPFOL with an emergency response support request within 24 hours (1 day) and a nonemergency request within 72 hours (3 days).

See Table 4.

v. The vendor will provide semi-annual (every six months) the following preventative maintenance inspection (PMI) and service to test, inspect, and clean each Lenel OnGuard System access-controlled door for functionality;

inspect Lenel OnGuard controllers and power supplies; verify the access control power supply provided the proper voltage and test the voltage to each device; and test the backup batteries on each power supply. See Table 5.

The panel wiring and cabling shall be in conduit and all conduit installation shall conform to electrical standards. Security System data signal cable may be run in telecommunications cable tray. Color-coding shall be used throughout for all wiring and cabling. The vendor shall provide all labeling and numbering required for all components and wiring for the project.

The vendor shall provide all wiring, connectors, interfaces, and other hardware as necessary to affect an operating system meeting NASA standard.

The vendor shall provide all incidental conduit, boxes, wiring, 120 VAC power extensions, terminations, materials, and connections to all equipment unless specified as being provided by others.

Table #5 EPFOL has 18 Axis Closed-Circuit Television (CCTV) cameras that require preventative maintenance inspection and service. Most EPFOL CCTV cameras are mounted above 10 feet from the ground and require ladder or lift access for service. The vendor shall inspect and clean the 18 Axis cameras onsite; inspect all camera mounts are secured and in good working order; verify day and night images are clear and acceptable, verify each Axis camera has latest firmware for the video management system, Genetec Control Center. The vendor shall inspect and test each access-controlled door (23) on the Lenel OnGuard System and associated hardware for functionality. Clean and inspect the Lenel OnGuard controllers and power supplies and test the backup batteries on each power supply. Test and verify the access control power supply provides the proper voltage to each device.

The vendor shall provide a written report complete with pictures of the doors, panels, and cameras showing the current conditions and will detail any recommendation for equipment replacement or repair work needed based on deficiencies noted in the PMI.

3. Place of Performance NASA El Paso Forward Operating Location: 8101 Boeing Drive El Paso, TX 79925

4. Period of Performance Overall project is estimated at 10 workdays with an anticipated start date of 13-24 June 2022. NASA may delay work due mission and holiday schedules. NASA is aware of supply chain issues that may affect product and equipment availability that may require adjustment to the projected completion time. Regarding the semi-annual PMIs, the vendor shall schedule the PMI’s 30 days in advance with the site representative.
