Rev.:10/2020 operational software for these missions and to replace it would cost months, even years, of development testing and scripting before a new software would be valid for operations. It would take two or three years in labor hours to develop new tools and bring those tools up to the level of sophistication and capability as FreeFlyer, which is not a feasible timeline. To begin development efforts to replace the software, the Program Office would have to ramp-up its personnel; the current team is small. In order to support this effort and complete in a timely matter, the Program Office would require at least 10 new team members. An hourly rate of for a -week minimum (or hours), will cost over for the additional team members. The replacement efforts at this time are unrealistic and far too costly to GSFC and its missions that are using the FreeFlyer software.
Determination by the contracting officer that the order represents the best value consistent with FAR 8.404(d):
Pursuant to NASA Procurement Class Deviation (PCD) 14-01, the contracting officer is responsible for making a determination of a fair and reasonable price for orders placed against Federal Supply Contracts.
The contracting officer will compare the proposed pricing to commercial list prices and the vendor’s GSA FSS Pricelist against the independent government cost estimate (IGCE). Using a Consumer Price Index (CPI) inflation calculator, historical purchase data will provide a clear comparison of extended prices the government paid in prior-year orders for the software.
Additionally, in accordance with FAR 8.405-4 Price Reductions, the NSSC will request a price reduction before placing an order.
Market Research:
In accordance with FAR 8.002, market research was conducted to review mandatory sources such as the Mandatory Government Source List with no availability. Due to being unable to satisfy the requirement from the mandatory sources listed in FAR 8.002 and 8.003, the NSSC Procurement Operation Branch additionally reviewed other non-mandatory sources. A review of NASA SEWP was performed and determined that the requisite software and support is not available through any Authorized Resellers. Additionally, a review of GSA Advantage was performed, and the requisite software and support is available through a.i. solutions, Inc. In addition to market research findings, a.i. solutions was contacted directly and they confirmed that FreeFlyer software is only available directly from a.i. solutions, Inc.
The NSSC contacted the original equipment manufacturer (OEM) of the software to request a list of value-added resellers authorized to distribute the FreeFlyer Software products. The Sales & Business Development Manager, responded, using company letterhead, that FreeFlyer Software products and maintenance support is solely available through a.i. solutions, Inc. The OEM does not authorize resell distribution.
Other Facts:
FreeFlyer has unique capabilities for each mission. Our technical points of contact advised that on , FreeFlyer is useful/unique because it has the capability to support GPS Orbit Determination which is critical to OD accuracy requirements. uses FreeFlyer currently to assist with their Orbit Determination and mission design activities. Because is a constellation, FreeFlyer makes it easy to run satellite simulations so each spacecraft (there are 4 total) can be analyzed
