1.0 INTRODUCTION AND BACKGROUND INFORMATION

This specification applies to a series of pressure relief valves for use in gaseous helium and gaseous nitrogen service. A total of thirteen valves are specified herein.

2.0 SCOPE

This specification establishes the requirements for the fabrication, inspection, and shipping of the components described herein.

It is the responsibility of the NASA to ensure that backpressure in the relief valve outlet header is negligible or specified within.

3.0 APPLICABLE DOCUMENTS AND/OR SPECIFICATIONS AND/OR DEFINITIONS

3.1 Specifications

3.1.1 ASME BPVC Section VIII Division I

o Rules for Construction of Pressure Vessels

3.1.2 ASME B16.34

o Valves – Flanged, Threaded, and Welding End

3.1.3 ASME B31.3

o Process Piping Guide

3.1.4 NASA KSC-C-123J

o Specification for Surface Cleanliness of Ground Support Equipment Fluid Systems

4.0 TECHNICAL SPECIFICATIONS

4.1 General Component Requirements

4.1.1 Operational Conditions

o See Appendix A for operational conditions of components

4.1.2 Environmental Conditions

o The valves will be operated indoors and will experience conditions in the following ranges:

o Temperature: 40 – 80 degrees Fahrenheit o Pressure: 14.4 – 15.0 psia

4.1.3 Material

o All components shall be constructed of either 304 or 316 stainless steel

4.2 Valve Requirements

4.2.1 Sizing Requirements

o See Appendix A for sizing requirements

4.2.2 Connections

o All components shall have SAE or AS4395/AS5202 type mechanical fittings, exceptions shall be noted in response o If panel mounting hardware is available, please include as an option in response.

Relief valves will be mounted per the vendor’s specifications

4.2.3 Seals

o All valves shall have O-ring seals suitable for temperature range specified in

Appendix A o Cryogenic seals, for systems below -290 degrees Fahrenheit, shall be PTFE

4.2.4 Lubricants

o Vendor shall use Krytox 240 AC or approved equal.

4.2.5 Body

o Allowable body leakage is bubble tight or equivalent at maximum operating pressures

4.2.6 Cleaning

o Wetted surfaces shall be cleaned to the following fluid surface cleanliness levels per KSC-C-123, ASTM G93, or comparable:

Particle Size Range (microns)

Maximum Number of Particles per 0.1 m2

< 100 Unlimited 100 to 250 155 > 250 to 400 5 > 400 0

Nonvolatile Residue Max mg per 0.1 m2 Level A 1

4.2.7 Certifications

o The pressure safety valve shall be in complete conformance with the ASME

Boiler and Pressure Vessel Code, Section VIII, Division I, and be tagged as such

5.0 QUALITY ASSURANCE AND SAFETY

5.1 Inspections

o If applicable, visual examination of welds shall be performed in accordance with

ASME B31.3. The examination shall be documented and signed by a qualified examiner.

All pipe welds are classified as normal fluid service and shall require 10 percent random radiography in accordance with ASME B31.3. All radiography shall be performed by a code certified technician in accordance with ASME B31.3 code requirements. Radiography sheets shall be documented and signed by the qualified examiner.

o Cleanliness verification following cleaning.

5.2 Analysis

o Performance calculations

Relief device required orifice calculations Predicted pressure drop at max flow conditions, noted in Appendix A

5.3 Required Delivery Preparations

o Loose items shall be packed in secondary packages with suitable packing materials.

o End connections shall be sealed to maintain required cleanliness.

o Each relief body shall be stamped or have a permanently attached corrosion resistant alloy nameplate stamped with, at minimum, the following information:

o Manufacturer o Model No.

o Serial No.

o Set Pressure and Flow Rating

6.0 REPORTS, DRAWINGS AND DELIVERABLES

6.1 Deliverables

Deliverables include all hardware and documents described herein. Prior to shipment the following shall be provided:

o Component drawings/cut sheets, denoting overall and key dimensions including interface sizes/locations and weight o Analysis/sizing results as described above o Relief valve certification test reports o Welder certifications (if applicable) o Visual examination record (if applicable) o Signed radiography sheets (if applicable) o Service manual o Documented verification of required cleanliness

Acceptance of these QA documents is required before shipment.

It will be the vendor’s responsibility to arrange for shipping. This may be billed as a separate line item. Packaging for shipment must be performed to maintain system integrity and cleanliness.

All deliverables shall be addressed to:
