NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with only for . The total estimated cost of this effort is $ and the estimated period of performance is .
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from SEH America for procurement of Silicon-on-Insulator wafers. The total estimated cost of this effort is REDACTED and the estimated period of performance or lead-time for delivery is REDACTED.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name?
The Detector Systems Branch (553) has a requirement Silicon-on-Insulator (SOI) wafers with 450 nm thick high resistivity silicon device layers, for applications for uncooled thermopile, bolometeric detectors, and integrated spectrometer and kinetic inductance detector applications. In order to achieve performance requirements for these device applications a 450 nm thickness is required, resistivity (>2 kOhms*square) is required and also excellent thickness uniformity is required (< +/- 25nm, 3-sigma, with 5 mm edge exclusion +- ). In our market research we have been unable to locate a brand name other than SEH America (this market research has included brands such as SOITec USA, Ultrasil Corp., Silicon Quest Int., MEMC Electronic Materials, and ICEMOS Tech LTD) who can provide SOI wafers that meet all of these demanding specifications.
2. What is the impact to the government if another vendor/brand is used?
If another brand is used the SOI wafers will not meet are requirements and the resulting detector technology fabricated from these SOI wafers will not meet their performance requirements. This will negatively impact the ability of both a balloon-flight project, and technology development projects to meet major milestones.
