Stratospheric Observatory for Infrared Astronomy (SOFIA) Aircraft Rescue and Fire Fighting Vehicle Lease

Statement of Work

December 2019

Introduction & Background

The Armstrong Flight Research Center (AFRC) Science Mission Directorate operates multiple aircraft in support of NASA’s Airborne Science and Astrophysics Programs, operating from USAF Plant 42 in Palmdale (412 TW/OL-AFP42). The aircraft are primarily used to carry NASA sponsored science instruments to collect data supporting NASA’s science missions. The U.S. Air Force 412 TW/OL-AFP42 unit provides fire-fighting, crash and recovery support to all airfield users.

Due to the routine operation of two jumbo passenger jets (DC-8 and B-747SP), AFRC operations requires a minimum of three Air Rescue Fire Fighting (ARFF) vehicles with cumulative capacity of 7780 gallons of Aqueous Fire Fighting Foam (AFFF). When at full capacity, USAF Plant 42 fulfills this requirement. However, when an ARFF vehicle is unavailable due to routine or unscheduled maintenance, NASA’s science missions are potentially at risk.

Objective and Scope

The objective of this effort is to acquire supplemental ARFF capability via a commercial lease contract established by NASA. The leased vehicle will be operated by the U.S. Air Force, 412

TW/OL-AFP42.

Description of Requirements

42. Truck shall be in good working order shall have pumping capability for foam, secondary agent, and a minimum water tank of 3000 gallons. In the event of a maintenance situation that prevents functional capability of the truck, vendor is required to resolve with 48 hours.

After initial rental period of four (4) months, NASA may request a two (2) month extension of the truck rental period.

The vehicle will be operated only from the U.S. Air Force Plant 42 Fire Station at 2855 East Avenue P, Building 553-D, Palmdale, CA, 93550.
