Railings, Ladders, and Landings Procurement Requirements and

Information Fall protection for the NASA Thrust Take Out Stand

04/21/2020 (Rev-A)

Overview

NASA is building a large test stand (25’ x 25’ x 43’) known as the Thrust take-Out Stand (TTOS) which needs fall protection railings and access ladders with landings at each level.

Piers sit above the grating floor. While the TTOS will be mounted on the Piers, the

Access System (ladders & Platforms) will be supported by the grating floor. NASA will provide a suitable platform over the grating (including shimming as required).

Requirements

1. Fall protection railings are needed around the inside opening and the outer perimeter of the four work platforms that make up the TTOS but should be integrated with the ladders and access platforms to make an integrated system of access, landings and fall protection.

2. Railings shall comply with OSHA regulations: 1910.29(b) - Guardrail systems.

3. Railings must be removable. Note: for platform 3, it is a value to NASA for the kick plates to remain in-place after the railings are removed. (this is not required, however)

4. Railings should be side mounted except for Platform 3 inner rails, these shall be surface/floor mounted.

5. Railings on the inner opening of Platform 3 shall circumscribe a diameter of 220 inches +/- 1 inch

6. Railings on the top platform (Platform 4) shall connect or close out the corner

7. The attachment locations for the railings shall not block access to the structural bolts located on the outer beams of the TTOS structure. The preferred location for railing attachments are shown in the STEP files.

Minor alterations of the size and locations of the mounting blocks can be made by NASA per the vendor’s proposal/quote.

8. After the purchase order is awarded, the vendor shall supply NASA with a solid model (CAD model) of the ladders, landings, and railings, shown in the “installed” configuration onto the TTOS structure, for final evaluation/construction approval. The solid model shall be in the STEP format.

9. NASA requires ladders and landings at each level of the TTOS.

10. Ladders shall comply with OSHA regulations: 1910.23 - Ladders.

Requirements – Continued

11. Landings shall be capable of supporting 100 psf (pounds per square foot).

12. Landings shall incorporate fall protection railings and shall work with the rest of the fall protection railings to make a complete system.

13. Access to the platforms shall be with straight ladders. One ladder shall extend from the ground level, up to Platform 1. Another ladder shall extend from Platform 1 to Platform 2. A third ladder shall extend from Platform 2 to Platform 3 and continue to Platform 4.

14. The vendor shall supply a value for the compressive force exerted by the vertical supports where they contact the foundation/floor. NASA only has grating (supported by I-beams) to act as a foundation for the Access System. NASA needs this value in order to ensure our foundation can support the grating or if NASA needs to make any modifications prior to the installation of the Access System. It is a value to the government to reduce the weight of the landings and, to secure as much of the Access System as possible to the TTOS structure (thus minimizing the load on the floor).

15. Any mounting hardware required to secure the Access System to the TTOS structure should be designed and proposed by the vendor.

16. The Access System (ladders, landings, and associated railings) need to fit inside a specific volume defined by part “181004_facilty_cold_wall_simp_1.prt” as defined in the STEP file “NASA_TTOS_for_RFQ.stp”

17. NASA requires the Ladders and Access Platforms to come in sections. Each section of Ladders & Access Platforms should match up with the corresponding platform on the TTOS. This will facilitate shipping to NASA as well as facilitate the buildup of the TTOS structure.

Requirement Details

• On the following slides, some of the requirements are reiterated with diagrams to enhance clarity

Note: Railings for Platform 3 must be surface mounted (and removable).

It is a value to NASA if the kick plates remain in place after the railings are removed (but not required).

Requirements 3 (b) and 4

Required position of railings on the inner opening of Platform 3.

∅220 +/- 1 inches

Clearance Zone for future hardware installation

Requirement 5

Railings on the top platform (Platform

4) must connect or close out the corner (required)

Requirement 6

NASA will provide a mounting surface for the railings via “Mounting Blocks.” NASA can reposition the mounting blocks wherever they are needed by the vendor (and the size can easily be altered) however, the location of the railings cannot interfere with access to the structural bolts (reference the STEP model of the TTOS structure). NASA does prefer to use the mounting block location identified in the STEP file.

NASA Supplied Mounting Block. Railings cannot block access to these bolts.

Incorrectly located Railing.

In this example, access to the TTOS bolts is blocked which is not permitted

Requirement 7

Platform 4 Platform 1 & 2

Inner platform should attach to the inner surface of the structure.

Note: avoid structural bolts at joint locations.

Requirement 7 cont.

An example of why we are requiring “Fall protection railings … should be integrated with the ladders and access platforms to make an integrated system of access, landings and fall protection.”

Notice the interference in this concept. This is not acceptable. Notice the different railing heights. They should all meet 1910.29(b) - Guardrail systems and be one integrated system between railings on the TTOS and the railings on the Landings.

Railings and Access platform interfere with each other

Notice the mismatch in railing heights. These need to meet OSHA regulations for fall protection Requirement 1 & 12

This is the ladder arrangement we require. The first level will be accessed by a ladder. The second level by a different ladder as shown, the next two levels shall use a third ladder that continues from the second level, to the third level, and onto the fourth level as shown.

Requirement 13

Requirement 16 This concept shows ladders and landings that fit in the available space. Notice the support plates have their corners removed to fit.

This mounting bracket (provided by NASA) can be moved anywhere it’s needed.

(Currently, the railings that mount to it are not shown.) Also, any mounting hardware required to secure the Access System to the TTOS structure should be designed and proposed by the vendor.

Requirement 15

This view shows the TTOS and Access Platform (Top Level) with the small “Diving Board” extending into an existing access port in the test chamber. This is why there are no safety railings shown on the “Diving Board”

Requirement 16

Additionally, this view shows the “cold wall” (in orange) which limits where the railings and ladders can

be. This is defined in the solid model supplied by NASA.
