NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Parraid, LLC for 2, X-5000-2BD-001, 2-ch Bit Sync-Decom and 2, NExT-PRO-02, OMEGA-NExT Software License. The total estimated cost of this effort is REDACTED and the estimated period of performance or lead-time for delivery is REDACTED
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Omega Next Software and Decom Hardware is the only known commercially available system that is able to support decommutation and simulation of IRIG 106 Chapter 4, Chapter 7, Chapter 10, MIL- STD-1553, ARINC 429, Ethernet, RS485 serial, analog, audio, and H.265 UHD video. The H.265 UHD video codec is the Project authorized format that has been identified for integration in the F-15D/884 and X-59 aircraft, and use of any other format would require significant engineering re-work expense that would not be overcome by competition. Parraid, LLC is the manufacturer of this information technology.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The F-15D/884 Aircraft recently held its Critical Design Review (CDR), thus establishing and approving firm requirements of components and information technology. Any changes to requirements and specifications at this time would require additional engineering re-work and a thorough review of multiple subsystems to ensure there would be no compatibility issues with new requirements. This would result in substantial financial and schedule delays to the aircraft, which would not be overcome by competition.
