SECTION 1
STATEMENT OF WORK
SME Activity: SERVIR Subject Matter Expert (SME) on using Synthetic Aperture Radar (SAR) to monitor tropical forests in the Amazon
Background:
SERVIR is a joint development initiative of NASA and the US Agency for International Development (USAID), working in partnership with leading regional organizations around the globe, to help developing countries use information provided by Earth observing satellite data and geospatial technologies for managing natural resources and environmental risks. SERVIR is a project within NASA’s Applied Sciences Program (ASP) that focuses on specific geographic regions to develop thematically focused science products, tools and services that meet the needs of decision-makers in those regions. The four Thematic Service Areas are: Agriculture and Food Security, Water & Water Related Disasters, Land Cover and Land Use Change and Ecosystems, and Weather and Climate. SERVIR is currently active in five regional Hubs: (1) SERVIR- Eastern and Southern Africa (E&SA), in Nairobi, Kenya; (2) SERVIR-Hindu Kush Himalaya (HKH) in Kathmandu, Nepal; (3) SERVIR-Mekong in Bangkok, Thailand; (4) SERVIR-West Africa (WA) in Niamey, Niger; and (5) SERVIR-Amazonia (SA) in Cali, Colombia. Though no longer a SERVIR Hub, scientific support to Mesoamerica is still provided through long-term products and services sustained by the SERVIR Science Coordination Office (SCO), which is located at Marshall Space Flight Center (MSFC). The SERVIR SCO participates in the work planning processes for hubs to provide guidance on existing and new NASA applied research.
The SCO has the responsibility to provide science and Geospatial Information Technology (GIT) support as needed to enhance hub capacity and the scientific value of SERVIR products, tools, and services. To support this responsibility, the SCO periodically needs the support of subject matter experts (SME) to address specific issues in the Thematic Service Areas and GIT. SME activities are established as needed to provide guidance and assist in the development of training, applications, products, tools, services and/or activities needed by SERVIR Hubs, SCO, SERVIR Global Network, and Applied Sciences Team (AST).
The recent increase in freely available Synthetic Aperture Radar (SAR) data, along with its unique ability to penetrate clouds and measure forest structure, is driving demand for incorporating SAR into forest monitoring systems, especially in tropical areas where persistent cloud cover impedes optical observations. However, SAR data are not intuitive to process or interpret, leaving a gap in its applied use. To address this gap, SERVIR Amazonia needs to build capacity in processing and interpreting SAR data and on incorporating SAR data into their existing forest monitoring platforms, that can be used to inform greenhouse gas (GHG) inventory emissions estimates and international reporting commitments.
The International Center for Tropical Agriculture (CIAT), based in Cali, Colombia, hosts Terra-i, a land cover monitoring system that primarily uses optical data to monitor changes on the Earth’s surface. CIAT needs to incorporate SAR data into their monitoring system, including using SAR to improve their forest regrowth product, which currently relies on optically-derived Normalized Difference Vegetation Index (NDVI). The Asociación para la Conservación de la Cuenca Amazónica (ACCA), based in Lima, Peru, hosts the Monitoring Andean Amazon Project (MAAP), which monitors deforestation in the Amazon. ACCA is already working to incorporate SAR into their MAAP deforestation alerts, but needs expert support to improve their results and increase the efficiency of their monitoring system.
To support the SERVIR Amazonia hub in increasing their capacity in using SAR and to improve their existing forest monitoring systems, the SME will provide a training for each organization in addition to direct science support for their forest monitoring platforms.
The SERVIR Amazonia hub organizations will host the trainings and coordinate external participation, working with the SME to identify specific training objectives, and relying on the SME to lead training activities. SERVIR Amazonia will coordinate with the hub organizations to specify areas of SAR support and will work with the SME to assess existing methods/processes and to implement new methods/processes.
Geographic Location The target region includes SERVIR-Amazonia hosted by the International Center for Tropical Agriculture (CIAT) and countries SERVIR-Amazonia is currently serving, focusing on Colombia, Peru, and Brazil, and also including Guyana, Suriname, and Ecuador.
Requirements The SME shall provide customized trainings and science support as listed below: Trainings
· Consult with the SERVIR Science Coordination Office (SCO) and SERVIR Amazonia staff on the approach and specific training content and develop training.
· Deliver two trainings on using SAR for forest monitoring, one at ACCA in Lima, Peru and a second at CIAT in Cali, Colombia. Trainees may include staff of SERVIR hub organizations as well as additional stakeholders as identified by SERVIR-Amazonia.
· At least 40 hours of training should be provided to each organization. The specific topic and agenda for each training should be coordinated with SERVIR Amazonia staff and SERVIR SCO.
· Use Amazon-specific examples in the trainings. These examples should form the basis of a brief example case of using SAR to monitor forests in the Amazon (see deliverables).
· Structure the development and delivery of the trainings and training materials in such a way as to facilitate the SERVIR Hubs’ technical specialists becoming trainers themselves. Materials should provide information regarding the advantages and limitations of the use of freely available SAR imagery in forest monitoring, particularly as applied to the specific exercises addressed.
· Provide trainings using freely available software (e.g. MapReady, PolSARpro, QGIS, SNAP), programming languages (e.g. Python, R) or free online cloud-based packages (e.g. Google Earth Engine) or proprietary software and/or cloud services already available to the Hubs (e.g. ArcGIS, or Amazon Cloud respectively). Use of proprietary software not available to the Hubs is not permitted. The licensing/copyright of materials and sample datasets must be free and open (e.g. use of a creative commons license).
Science Support
· Consult with the SERVIR SCO and SERVIR Amazonia staff on the approach and specific science support.
· Provide technical backstopping and science support on using SAR to improve their existing operational forest monitoring platforms. For ACCA, this would include assessment, feedback, and support on effectively incorporating SAR into the MAAP project. For CIAT, this would include assessment, feedback, and support on using SAR to improve the forest regrowth product. This backstopping could include not only instruction in technical aspects of SAR for forest monitoring, but also support on how to optimize cloud processing, developing web apps, integrating SAR with optical observations, among other topics to be determined by the SME and SERVIR Amazonia hub.
The SME shall also deliver a post-training and consultation wrap-up meeting of two days at the SERVIR SCO to discuss and identify further challenges and opportunities in integrating SAR into forest monitoring systems. The SME will also include an overview of the training and science support provided to ACCA and CIAT.
The activity shall entail approximately 8 months period of performance, to include development of training materials and the case example(s) of using SAR for forest monitoring in the Amazon, 2 weeks of in region training and science support, virtual consultation over ~2 months pre- training for workshop curriculum design and SAR integration support, and follow up consultation over ~2 months for post-training and SAR integration support (including the post- training and consultation wrap-up at SCO).
Deliverables:
The specific deliverables provided by the SME shall include:
At least two in-person trainings and training materials including full and documented scripts in Jupyter notebook format and made openly available on GitHub, step-by-step training tutorial, example data, and example results.
· At least one example case of monitoring forest change in the Amazon. Final study area to be identified in consultation with the SERVIR-Amazonia hub. Training tutorials, including example case, will be added to SERVIR Global SAR Handbook training archive.
· Demonstrated science support of incorporating SAR into existing monitoring platforms (Terra-i and MAAP). This could include updated results and/or products from Terra-i and MAAP that incorporate SAR in some fashion
· Training summary report, including lessons learned and recommended next steps

For line items covered by the WTO GPA, the Government will evaluate offers of U.S.-made or designated country end products without regard to the restrictions of the Buy American statute. (h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals--
(1) [_] Are, [_] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(2) [_] Have, [_] have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and
(3) [_] Are, [_] are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and
(4) [_] Have, [_] have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.
(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
