Questions and Answers

QUESTION: Is an incumbent contractor currently performing these services or if this is a new requirement?

ANSWER: This is a new requirement.

QUESTION: Can companies from Outside USA can apply for this? (like,from India or Canada) ANSWER: Yes

QUESTION: Would companies from Outside USA have to come there for meetings?

ANSWER: No

QUESTION: Can tasks related to the RFP be performed outside the USA (like, from India or Canada?

ANSWER: Yes

QUESTION: Can we submit the proposals via email?

ANSWER: Yes. Follow the instructions in the RFQ for sending in quotes via email.

QUESTION: Are you expecting an “Off the Shelf” solution; or are custom solutions, which are built in response to the award, acceptable?

ANSWER: We have no preference on the solution method, as long as it can supply the necessary information (dynamic population density data) with little or no effort from NASA’s side. A combination of off-the-shelf and custom solutions can be considered.

QUESTION: Will your agency provide access to the dynamic population data from the cellular/navigation devices?

ANSWER: No, we are looking to receive the data using this RFQ, we don’t readily have it.

QUESTION: How many unique sources of cellular/navigation data are required at minimum?

ANSWER: We are considering daily 1-hr intervals for at least every day of the week and detailed enough to show variance between seasons.

QUESTION: Is there a template (or guidance) representing the format in which the quote should be submitted?

ANSWER: No requirement for the quote format. Reply should address the particulars of the SOW, specify FOB Destination, specify Payment Terms Net 30 and answer the questions provided in the RFQ.

QUESTION: Is this solicitation only for the price of tools/utilities and installation, or should the quote include line items for expected support/maintenance?

ANSWER: We are considering a one-time purchase, if needed we would be able to extrapolate and/or update the obtained data to meet our needs. No support/maintenance is expected.
