STATEMENT OF WORK

GENERAL INFORMATION - The objective of this Statement of Work (SOW) is to secure a venue and hosting support services for NASA’s 9th Annual Robotic Mining Competition (RMC) to be held at the Kennedy Space Center Visitor Complex (KSCVC) May 14-18, 2018. RMC 2018 will be the same as RMC 2017 as far as the competition footprint and impact to the KSCVC. RMC is a university level competition focused on developing concepts and techniques that may be applicable to off-world robotic mining and future solar system colonization efforts.

COMPLIANCE and SAFETY - The Contractor is responsible for complying with all Federal, State, local and NASA laws and regulations and the Outdoor Special Events attachment. The contractor shall coordinate all actions with the Contracting Officer’s Representative (COR) and the KSCVC. Fire Lanes shall be kept clear at all times. No infrastructure shall block access to or be set up within seven (7’) feet of a fire hydrant.

DATES

May 4, 2018 (Fri) - ISC Regolith Containers in place.

May 7, 2018 (Mon) - Tent Set-Up Complete May 8, 2018 (Tue) - NASA IT Set-Up Begins May 8, 2018 (Tue) - Volunteer Brief Astronaut Encounter Theater 8:00 a.m. – 0930 a.m.

May 14-18, 2018 (Mon - Fri) - RMC Week May 18, 2018 (Fri) - Apollo-Saturn V - Award Ceremony 6:00 p.m. – 9:00 p.m.

May 19-21, 2018 (Sat) - Tent / Container Removal

CLIN 001 - Set Up, Coordination rea north of the Rocket Garden

· The contractor (ISC) moving the competition containers/arenas and the contractor installing the tents at the KSC Visitor Complex (KSCVC) Rocket Garden will occur in the April 23 - 27, 2018 timeframe. The Tent vendor will set up tents April 30 – May 4. ISC will coordinate with tent vendor and NASA on any needed overlapping operations such as installation of wood ramps and covers after main festival tent erection but before inner arena tent erection. This is needed because the tent vendor cannot erect the outer festival tent with the ramps in the way, unless otherwise negotiated. NASA IT will setup cameras, WIFI, etc. in the tent arena May 7 – 11.

· Hazardous crane operations at KSCVC are to be conducted prior to 9:00 a.m. each day (unless later in day authorized by Delaware north with the appropriate barriers setup to prevent public access). Movement of heavy equipment vehicles after this time to be coordinated with NASA and Delaware North Inc. ISC will provide light banks (Electrical) for crane set up and rigging assembly activities.

· The bleachers shall be placed as close to the Competition Arena Tent as possible, taking into consideration the eight-foot depth of the stage and any necessary space to ensure people can safely pass between the stage and the bleachers. The bleachers should be slightly off center to allow for the A/V Setup.

CLIN 001 - Temporary Structures - Competition Arena Tent NASA, KSCVC and the Contractor will coordinate all actions to ensure the following is in place, complete and ready occupancy on or before May 8, 2018. All areas shall be clean of all debris (no cigarettes, trash, garbage, etc.) prior to occupancy. The contractor shall be on site on Monday May 14, 2018 from 7:00 a.m. to 9:00 a.m. to deal with any issues on the first day of the event. The contractor shall have a 1-hour recall time limit to deal with any issues.

Competition Arena Tent

The contractor shall provide one, 50’ x 50’ x 15’ air-conditioned tent (the tent will cover two competition regolith containing bins) and shall submit the tent manufacturer's plans and specifications and a site safety work plan for review by the Contracting Officer’s Representative (COR). The contractor shall instruct the local staff on how to start the generators and air-conditioners and how to adjust the temperature.

The A/C will maintain the inside of the tent at a constant 70°F. The contractor shall provide five (5) extra A/C filters for the Government to change on competition days.

The tent shall have one glass wall facing the bleachers, a roof, a slit / flap, curtain doors to allow movement of robots and personnel, and keep a/c within the tent. The tent walls shall be flush and sealed to the ground to keep the A/C in the tent. Provide non-skid composite or plywood flooring material with no other covering for a 4’ wide walkway through the tents as shown in the drawing. The walkways shall be 4’ wide and 10’ from the side of the Competition tent and shall join flush with the ramps (so the carts holding the 80kg robot can move smoothly on and off the ramp) on all competition bins. The walkways will be 4’ wide flooring, non skid, non slip surface. The contractor shall equip the tent with a minimum eight (8) fire safety packages with lighted exit signs and lighting consisting of high intensity discharge (HID) lights such as metal halide lights. Provide and set in place four (4) 6’ banquet tables, eight (8) folding chairs, ten (10) grounded outlets with 120 volts AC, single phase, 20 amps. All cabling shall be laid along the back of the Competition tent as directed by the COR. The contractor shall ensure the tent meets the regulations in the Outdoor Special Events attachment and all other federal, state and local regulations. All electrical wiring/outlets shall be raised above the ground to protect from rain accumulation. Provide all generators and air-conditioning units, cabling protective cable trays (“Yellow Jackets” or brand name equal) across the Fire Lane and any other high traffic areas, vehicles and / or pedestrians; and extension cords to run the lengths as shown in this statement of work and as verified at the site visit. The generators shall have portable safety fencing or barriers around them to prevent park guests access to the generator sites. The tents shall keep rain and wind out of the Competition Arena (no sky lights, holes or unsealed opening shall be permitted) The contractor shall also provide:

· Two long poles/closing device/tools will be provided to open and close the tent sidewalls/flaps during inclement weather.

· Three 15-20 amp circuits in the arena north end for the 2 scales and cameras (1 circuit for all cameras).

· The contractor shall provide eight (8) large (min 30” diameter, 5’ high) pedestal fans and extension cords for placement as directed by the COR.

· Four 20 amp circuits at the arena PPE entrance area for 4 floor fans (2 fans audience, 2 fans A/V support personnel) and computers.

· Four 20 amp circuits at the arena HEPA vac exit area for 2 vacuums and 2 floor fans.

· One 15-20 amp circuit over stage (NE corner of bleachers) for microphone and speaker.

· One 15-20 amp circuit for a robot display (49” x 43” footprint) + computers and screens on grass area @ NW corner of bleachers. One 30 amp circuit over bleachers for contractor provided LED projector.

CLIN 002 - Temporary Structures - Sun Shade over the Competition Arena Tent

Provide non-skid composite or plywood flooring material with no other covering for a 4’ wide walkway through the tents as shown in the drawing. The contractor shall provide one tent, with walls, to cover the Competition Tent and bleachers (approximately 8,100 sf or (82’ x 99’). The contractor shall submit the tent manufacturer’s plans and specifications for review by the COR. The contractor shall place the walls of this tent in an open position, with the ability (and provide the equipment) of the personnel on-site to close the walls in the event of inclement weather. The contractor shall ensure all electrical outlets are raised above the ground to protect from rain accumulation. The contractor shall equip the tent with eight (8) fire safety packages with lighted exit signs. NASA Fire and Safety and the Contracting Officer’s Representative (COR) will verify the tent complies with the Outdoor Special Events attachment. The contractor shall provide fifteen (15) grounded outlets with 120 volts AC, single phase, 20 amps. The bleachers should be placed as close to the Competition Arena Tent as possible, taking into consideration the eight-foot depth of the stage and any necessary space to ensure people can safely pass between the stage and the bleachers. The bleachers should be slightly off center to allow for the A/V Setup.

The Contractor will provide a space for the A/V Setup that meets these requirements…

· Wood or hard plastic platform (safe for people to stand/walk/sit on, roll gear on small carts, and place/store a lot of very heavy gear on)

· The platform will be level

· The closest any part of the platform will come to the ground will be no less than three inches

· The platform will be approximately 18’x24’ (the shorter edge is the one adjacent to the bleachers)

· A ramp will be placed at the southwest corner of the platform to allow for rolling carts to easily drive up onto the platform

· The ramp should have no more than a 15 degree incline

· The ramp should be no less than 3 feet wide

· The platform should be constructed and ready for use on or before May 8, 2018.

CLIN 003 - Temporary Structures - Bot Shop Tent

The contractor shall provide one (1), 40’ x 20’ air-conditioned tent, with two (2), 6’ wide doorways at opposite ends with two swinging doors to allow movement of equipment and personnel (this is a Fire Code regulation) [submit the tent manufacturer's plans and specifications and a site safety work plan for review by NASA Fire and Safety and the Contracting Officer’s Representative (COR)]. The contractor shall instruct the local staff on how to start the generators and air-conditioners and how to adjust the temperature. The A/C will maintain the inside of the tent at a constant 70°F. The contractor shall provide five (5) extra A/C filters for the Government to change on competition days. Provide non-skid composite or plywood flooring material with no other covering and placed on a 4” frame to keep the floor above any rain accumulation. The contractor shal l equip the tent with (4) fire safety packages with lighted exit signs and lighting consisting of high intensity discharge (HID) lights such as metal halide lights. Provide and set in place four (4) 6’ banquet tables and eight (8) folding chairs. Provide six (6) separate 20 Amp or higher circuits, with four (4) 120 volt AC outlets each (all electrical items will be verified at the site visit and the number required shall be adjusted accordingly by the contractor). Provide one monitor connected to the arena viewing circuit. All cabling shall be laid along the back of the tent as directed by the COR. The contractor shall ensure the tent complies with the Outdoor Special Events attachment. All electrical wiring/outlets are raised above the ground to protect from rain accumulation. The Bot Shop Tent shall be located on the east side, across the sidewalk, from the Center for Space Education Building main entrance.
