Questions & Answers
Question: The solicitation identifies the Buy American Act is valid for this solicitation but that end products can be offered if an offeror identifies the country of origin. This is especially true for COTS items we believe. Does this mean that we can transmit the specification data found in the SOW on page two outside of the USA without an export license? We see a potential conflict with the Clauses and Terms on page 28 where 1852.225-70 EXPORT LICENSES is enacted. However, we notice that the specification data on page 2 does not include an identification label stating that the information is restricted. Can we transmit this information outside of the USA in order to secure material cost and availability information without a license?
Answer: You can proceed with a quote.
Question: We believe that our quotation will be delayed due to Hurricane Irma. Our office is within the center of the probable track of the hurricane in southern Florida. We are closing down at the end of today to prepare and depending upon how the hurricane evolves over the weekend we might not be open for business early enough next week to submit our quotation. Will you allow an extension to the solicitation closing date?
Answer: I would say we could withstand a week delay on the closing date (to 9/18/2017).
Question: We have some technical questions which do not appear to be clearly defined on the SOW. Can you please clarify:
1. What is the amount of density required or the transmission / blocking percentage allowed?
2. How far into the UV and how far into the NIR is blocking needed for each filter?
3. What is the light source and detector being used with these filters?
Answer: 1. Out of band Blocking: OD2 over the range 200 to 1150 nm.
2. In band transmission is already in the specification table in the SOW including minimum transmission specific to each wavelength.
3. Light sources: Sun through an OD2 filter. Lamps and lasers sources for calibration and stray light tests.
Detector: Silicon based CCD.
Question: One thing I am not finding in your request for quote is the band blocking outside the bandpass filter range. We are ASSUMING OD 4 between 200 -1100 but wanted to be clear before I provide your quote
Answer: I think that was in the last note but if they didn’t notice it, here is the info:
Minimum OD2 over range 200-1150 (not 1100).
