About this file

This document is an Industry Day presentation for NASA's Madrid Deep Space Communications Complex (MDSCC) Market Research effort. The presentation provides details about a Sources Sought Notice (Solicitation No. 80NM0025SS002) for operations and maintenance of the MDSCC, which is one of three global deep space communications facilities in NASA's Deep Space Network (DSN). Key highlights include a July 17, 2025 Industry Day event in Spain, with capability statements due by August 7, 2025, and an anticipated procurement for managing MDSCC activities, considering local regulations and remotely operating NASA facilities outside Spain.

The presentation outlines the complex's critical role in spacecraft communications, featuring five antenna stations that enable constant global communication through NASA's Follow the Sun Operations (FtSO) approach. Potential contractors must demonstrate experience in space communications complex management, provide detailed capability statements, and have staff capable of effectively communicating in English. The procurement is unrestricted, with a NAICS code of 517810 and a small business size standard of $40M in average annual receipts. The contract will be executed pursuant to a scientific cooperation agreement between the United States and Spain, with the goal of maintaining continuous communication capabilities for deep space, lunar, Mars relay, and other specialized missions.

NASA MDSCC Industry Day 2025

Purpose

• This Industry Day is being held to provide potential sources an overview of the operations and maintenance requirement for the Madrid Deep Space Communications Complex.

• Potential sources have the opportunity to ask questions, but some answers may not be immediately available. The answers to those question, if releasable to the public, will be provided as part of the

Questions and Answers document posted to SAM.gov

• All questions must be submitted in writing using the provided index cards. The official response to all questions will be the written response posted to the sources sought notice on SAMS.gov

Sources Sought / Industry Day

How to Contribute to NASA’s Market Research

• Review the RFI in detail and provide written responses aligned with the questions outlined.

• Share insights on commercial best practices, risk mitigation approaches, and contracting structures that support performance, cost control, and innovation.

• Inform NASA of potential barriers to entry—whether regulatory, logistical, or operational—and provide suggestions for how NASA can structure the procurement to enhance competition and participation.

Contracting Considerations

• NASA is still in the early stages of market research and has not determined a final acquisition strategy.

Your input will help shape decisions around:

• International compliance and potential partnership structures (e.g., labor, environmental)

• Contract type (e.g., Cost-Plus vs. Firm Fixed Price);

• Period of performance and transition planning; and

• Socioeconomic considerations (e.g., small business participation through subcontracting or teaming)

Key Requirements and

Capabilities Sought

The Deep Space Network and Madrid

• The Madrid Deep Space Communications Complex (MDSCC) is one of three global deep space communications facilities that comprise the National Aeronautics and Space Administration’s (NASA) Deep

Space Network (DSN).

• The strategic placement of these sites permits constant communication with spacecraft as the Earth rotates.

• The DSN provides communication and navigation services (telemetry, tracking, commanding, and radio science) to a wide array of customers to include:

• Deep space missions

• Lunar missions

• Relay operations at Mars

• Lagrange point missions

• Highly Elliptical Orbit (HEO) missions

DSN Complexes and Assets

• Each of the three Deep Space Network sites has multiple large antennas and is designed to enable continuous radio communication between several spacecraft and Earth.

• All three complexes consist of at least four antenna stations, each equipped with large, parabolic dish antennas and ultra-sensitive receiving systems capable of detecting incredibly faint radio signals from distant spacecraft.

Follow-the-Sun Operations

• Each of the complexes is responsible for the management of the whole communication network through NASA’s Follow the Sun Operations (FtSO)

• FtSO was instituted to allow a single Deep Space

Communications Complex (DSCC) to monitor and control all connections in the DSN during that complex’s daylight hours.

• Each complex is therefore nominally responsible for day prime shift operations support with only minimal off-prime hours.

• 65 kilometers from Madrid and encompasses 50.184 hectares with elevations from 745 to 1035 meters above sea level.

• Four antennas used in spacecraft-tracking operations and one used for public outreach only (see table)

• Collimation tower outside the perimeter of the MDSCC on top of a mountain 6km from the complex

• Site area of 730 square meters

• Currently used for boosting MDSCC’s cell phone coverage

• Other facilities within the MDSCC include office space for the different technical specialties, a logistics facility, equipment storage warehouses, hazardous material storage, water treatment building, and various workshops.

Statement of Work

• Manage the activities of NASA’s MDSCC and other supporting facilities in Spain, considering local regulations, requirements, and practices.

• Remotely operate the NASA DSN complexes outside of Spain (Goldstone and Canberra) during that respective site’s prime hours in accordance with Follow the Sun Operations (FtSO) and in accordance with any directions given by NASA.

• Complete work as pursuant to the Scientific Cooperation Agreement Between the United States of America and the Kingdom of Spain for the NASA Tracking Station

Statement of Work (cont.)

• Integrate the Operations and Maintenance (O&M) activities into a cohesive program to meet the challenge of providing DSN Operations and Management (O&M) in a timely and cost-efficient manner

• Manage the complex to provide NASA with insight into MDSCC’s costs, schedule, and performance.

• All written communication to be sent to NASA in English.

• Provide all the personnel and other resources necessary to manage and report MDSCC performance. The execution of the tasks requires unique technical knowledge and experience, with the following personnel qualifications:

• Specialist or University degree in technical areas (mechanics, electronics, communications, electro mechanics, astronomy, physics)

• Experience in the general area of spacecraft tracking network operations and maintenance

• Specialized skills applicable within the general area of spacecraft tracking network operations and maintenance

• Knowledgeable, experienced technical staff, in the areas of mechanical systems, control systems, RF systems, IT equipment and facilities systems
