MLSS II Site Visit Agenda and Transcript May 3, 2023

Site Visit Agenda and Transcript

Please plan accordingly to ensure adequate time for processing at the Redstone Arsenal’s Gate 9 Visitor Center. The Visitor Center is located enroute to Gate 9 (west side of Rideout Road south) and is open from 7:00 a.m. to 3 p.m. (Central Time), Monday – Friday.

*Please note - Starting Friday, April 26 through Friday, May 12, there is an Army-wide 100% ID check at all access points.

Upon passing through Gate 9, travel southward and pass through two traffic lights. After going through the second traffic light, turn left (east) onto N. Marshall Road (at the NASA George C. Marshall sign).

Follow the parking lot left to the northern side for parking (Note: MSFC Building 4221 will be the building directly south of this parking lot while MSFC Building 4203 will be the building southeast of the parking lot).

Agenda:

Arrive and rally at MSFC Building 4203, Conference Room 1201, no sooner than 8:00 a.m. (Central Time) and no later than 9:00 a.m. (Central Time).

Bus will be boarded at 9:00 a.m. (Central Time) and depart MSFC Building 4203 between 9:30-10:00 a.m.

(Central Time) and will return to MSFC Building 4203 no later than 11:30 a.m. (Central Time).

Site visitors will load onto the designated bus at MSFC Building 4203 and take a bus ride around MSFC to view some of the logistics contract operational areas enroute to Building 4631. Upon arrival at MSFC Building 4631, site visitors will offload the bus and walk through the logistics areas within the building as a group. Upon completion, site visitors will load back onto the bus and be returned to MSFC Building 4203.

TRANSCRIPT

Good morning, everyone.

The purpose of this site visit is to provide you with a visual overview of the areas utilized by our Logistics Support Services contract. These facilities will support all the PWS elements listed in the solicitation. As previously mentioned, no questions will be answered throughout the duration of this tour. Please submit all your questions in writing to the Contracting Officer, Max Ledesma.

Depart 4203 via Morris Rd

On the right you will see Building 4250, which houses our Logistics staff, as well as the Program Management office for this contract.

Turn Left on Digney

On the left, our M3 yard is a gated yard which houses program stock for multiple customers throughout the center.

Turn Right to go in front of 4499 and 4488

On the left you will see the two open ended Quonset huts, Buildings 4499 and 4498. These are covered storage areas for items such as our Holland dollies and other special purpose equipment.

Turn Right on Mercury Rd

On the left you will see Building 4483. This is our Motor Pool facility where maintenance for our vehicles and special purpose equipment is performed. It also houses our car wash and is the home station for our fuel truck.

On the left you will see Building 4466 which contains the offices and shop area for our Equipment Services technicians. Much of their work is done throughout the center on equipment installed in other buildings, but they do have work areas inside to bring some smaller items back for repair as needed.

Turn Left on Rideout, left on Fowler, and Right on Saturn

On the left you will see Building 4611. This is our fuel station where our Government-owned, Government-leased, and approved contractors at MSFC fill up their vehicles and equipment.

On the right you will see Building 4631. We will stop here and offload for an internal tour of this facility.

Please exit the bus, enter the building up the ramp at the end of the building, and gather inside the high bay door.

Note – we have a facility project ongoing whereby the overhead lighting is being replaced with LED lighting. This effort is outside of the scope captured within this Logistics PWS and will not be performed by potential offerors.

This is our furniture area where many of the furniture repairs take place. This area is also used for crate storage for personnel pickup/deliveries, as well as storage for tables and chairs used in our special events.

This is our mailroom. This facility has its own dedicated HVAC system for security purposes and also has an X-ray machine and glove box for package screening and suspicious package isolation. All incoming and outgoing mail come through this facility.

This is our receiving staging area. On the left you will notice the containment bins in our hazardous material staging area. On the right is additional warehouse space for distribution staging or items currently being worked through the receiving process.

This is our receiving dock. All packages that can fit through the X-ray machines are screened for potential threats. Items are received here based upon purchase type and then staged for distribution.

This is our shipping area where we handle all the packaging, labeling, and custom crate construction.

On the left is our Transportation office where shipping requests are submitted. Here is where carrier selection is determined and where the paperwork is processed.

Next is the flight hardware area which has a wall of lektrievers for records. It also contains storage cabinets and warehouse shelving for inventory and storage and our ESD tables. All requirements for Flight Hardware come from the programs/projects for their specific acquisition needs.

Next is our property offices where our property custodians and supply clerks sit. They handle all the tagging criteria, cataloging, loans, cannibalization, physical inventories, and transfers.

This is our distribution break area. This crew is responsible for package deliveries, personnel moves, equipment moves, disposal pickup services, furniture deliveries, and special event setups.

This concludes the tour for 4631. Everyone please use the walkway and follow me back to the bus.

Turn Right at Ranger

On the right you will see Building 4625, often referred to as the Tent due to its fabric covering, which is essentially warehouse space used for custodial storage. Building 4625A is also a Logistics managed warehouse that is used primarily for items stored for the MSFC Public Affairs support.

On the left you will see Building 4604, which serves as our Disposal warehouse and offices. Disposal, excess, GSA sales, storage, and reutilization activities are all performed from this building.

On the left you will see our 4624A Pole Barn which provides additional covered storage for Disposal Operations.

Also, on the left you will see our 4624C Gas Canister storage area.

Drive through Lay Down Yard

This is our 4624E lay down yard.

Turn Left on Fowler, Right on Rideout, and Right on Marshall

Return to 4203.
