6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable: Pursuant to FAR 5.201, this proposed contract action will be synopsized in the Federal Business_Opportunities (FBO). Any responses received as a result of the publishing on FBO will be appropropriately dispositioned and documented in an addendum to this document.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: Determination will be based upon established catalog price list and past procurements of similar products.

8. Description of the market survey conducted, and the results, or a statement of the reasons a market survey was not conducted: Market research and product evaluations were conducted by the· simulation development engineers. The evaluations were conducted through a review of datasheets, operating manuals, product and vendor brochures, websites, and_ contact with vendor representatives. · Resistor modules, RID simulators, and systems from Pickering, Highland Technology, National Instruments, Phillips Aerospace and other vendors were evaluated on the requirements of range, resolution, response time, or form factor. Pickering Interfaces were the only one to demonstrate the functionality and performance required for the SLS avionics integration and test support.

9. Other facts supporting the use of other than full and open competition, such as technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition are not viable due to the fact that the Pickermg brand components meet the requirements of the IA TF labs. No other brand met all the· requirements needed within the labs. Their vendor specific driver and Application Program Interface (API) have been successfully integrated within the IA TF.

Guaranteed performance, functionality and compatibility across products must be maintained. The Pickering Interface brand components are already in use in the various IA TF labs. Choosing another brand would require a new prototype test and possible redesign of the lab configurations. This would be a time consuming and costly effort impacting the SLS schedules and hardware delivery.

10. Sources, if any, that expressed an interest in writing in the acquisition: Pursuant to NFS 1805.207, 1804.570, and FAR 5.201, the proposed contract action will be synopsized on FBO. Any responses received as a result will be appropriately dispositioned and documented in an addendum to this document.

11. The actions, if any, the Agency may take to remove or overcome barriers to competition before any subsequent acquisition for the· supplies or services required: There are no kno� actions which the agency may take to remove or overcome barriers to competition before any subsequent acquisition for the systems required. For the above reasons, full and open competition is not feasible. Therefore, purchase of the Pickering Interfaces brand High Density Precision Resistor Module, PCie to PXI Remote Control Kit, PXI Chassis, and cable assembly is the only practical approach.
