About this file

This document is a Questions and Answers (Q&A) file for a NASA Langley Research Center Blanket Purchase Agreement for General and Precision Machining/Fabrication services. The BPA is a multiple-award, five-year agreement with a $5 million cumulative ceiling across all call orders over the entire performance period. It is not an annual value and represents no guaranteed funding. The agreement is restricted to small business concerns and will begin performance on August 16, 2026. No drawings are provided with the solicitation; work varies and is detailed in individual Statements of Work for each call order. The scope primarily focuses on general precision CNC turning and milling for short-run tooling and one-off prototype work, with potential requirements for special tooling to cut exotic materials. Special processes such as heat treating, grinding, plating, anodizing, and coatings may be subcontracted if not performed in-house, provided subcontractors hold appropriate certifications.

Offerors must submit pricing at the individual call order level based on specific work requirements rather than for the overall BPA ceiling. Quotes should specify final cost and delivery date in days or weeks. No travel to government facilities is anticipated; all manufactured items will be shipped in accordance with individual order requirements. The solicitation requires all awardees to maintain current AS9100 and ISO 9001 Quality Management System certification for the duration of the contract, with no exceptions permitted. This is a recompete with 17 current vendors. The Government intends to retain the small business set-aside designation consistent with FAR Part 12 and FAR Subpart 19.5.

OFFEROR QUESTIONS & ANSWERES

Blanket Purchase Agreement (BPA) – General and Precision

The NASA Langley Research Center (LaRC) General and Precision Machining/Fabrication BPA is a multiple-award, five-year agreement that provides pre-qualified small business contractors the opportunity to compete for individual call orders supporting research and development projects. The BPA does not guarantee funding or workload; success depends on a contractor’s ability to respond quickly, deliver high-quality machining and fabrication services, maintain competitive pricing, and consistently meet schedule requirements. Contractors should expect variable demand, frequent short-turnaround requests, and ongoing competition among BPA holders for task orders. Strong past performance, reliable delivery, broad manufacturing capabilities, acceptance of government credit card payments, and the ability to support urgent research needs are key factors for winning both BPA awards and future call orders throughout the contract period.

Instructions. Q = Question / A = Government Answer

Q-01. Can you send me any drawings for the fabrication and machining?

R-01. There are no drawings for this BPA solicitation.

(End of Questions Q-01)

Q-02. Are there any indicators as to what will be needed to be machined?

R-02. It varies, see the Statement of Work (SOW).

(End of Questions Q-02)

Q-03. Is this short run tooling, prototype work (one off) dies, special machine building, model work, etc.?

R-03. Yes, this is short run tooling and prototype work (one offs). Special tooling may be required for cutting exotic materials, that will be stated in the call.

(End of Questions Q-03)

Q-04. Will pricing be determined after offerors are awarded based on the existing requirements?

R-04. Yes, pricing will be requested at the individual call (order) level, with each requirement competed and priced at that time based on the specific work to be performed after BPA awards.

Offerors will submit pricing in response to each individual request for quotation issued under the BPA. Offerors are not required to submit pricing for the BPA ceiling.

(End of Questions Q-04)

Q-05. What is the scope and budget (or max ceiling) for this solicitation (year over year)?

R-05. The $5 million ceiling represents the maximum cumulative value of all calls that may be placed under the BPA over its entire 5-year period of performance. It is not an annual value, nor does it represent a guaranteed amount of work.

(End of Questions Q-05)

Q-06. Will travel to and from the government facility be necessary?

R-06. No travel is anticipated under this BPA. The required items will be manufactured/fabricated, as applicable, and shipped to the Government in accordance with the individual order requirements.

(End of Questions Q-06)

Q-07. If this is a brand-new contract OR if there is (was) an incumbent performing these services?

R-07. This is a recompete and there are 17 current vendors.

(End of Questions Q-07)

Q-08. Will this BPA primarily include work suitable for precision CNC turning, milling, and mill-turn machining, or is NASA seeking vendors capable of providing the full range of fabrication services identified in the solicitation?

R-08. General precision machining and turning are the main focus of the contract. The other services would add another source for those capabilities.

(End of Questions Q-08)

Q-09. Is it acceptable for BPA holders to subcontract specialized processes such as heat treating, grinding, plating, anodizing, or coatings while performing the machining in-house?

R-09. Yes, when special processes are not performed in-house, subcontracting them is acceptable. Certifications are required for all subcontracted services.

(End of Questions Q-09)

Q-10. How should we present the bid (hourly by project/ prototype)?

R-10. Quotes will be in terms of the final cost and delivery date in days/weeks ARO for tasks stated in the Statement for that Call.

(End of Questions Q-10)

Q-11. What is the timeline for the award following the deadline date?

R-11. The award period of performance will begin August 16, 2026.

(End of Questions Q-11)

Q-12. Would the Government consider removing the Small Business Set-Aside designation and issuing this requirement as unrestricted to allow participation from all responsible sources?

R-12. The Government has established this requirement as a Small Business Set-Aside consistent with FAR Part 12 commercial procedures and FAR Subpart 19.5. In accordance with FAR 19.502-9, the Government may reconsider the set-aside designation only if market research and consultation with the Small Business Specialist and SBA Procurement Center Representative support withdrawal of the set-aside (e.g., if adequate small-business competition is not reasonably expected or award would not be at a fair market price). Currently, the Government intends to retain the Small Business Set-Aside designation.

(End of Questions Q-12)

Q-13. Whether the Government would be willing to make an exception regarding our specific Quality Management System (QMS).

R-13. The solicitation requires all offerors to maintain a certified/registered AS9100 and ISO 9001 Quality Management System for the duration of the BPA. This requirement is stated in the solicitation’s Higher-Level Quality Requirements clause, which mandates that contractors remain certified/registered to AS9100 and ISO9001 and submit updated certificates as changes occur.

As confirmed by the technical team, the Government cannot make exceptions to the AS9100/ISO9001 certification requirement for this BPA.

Accordingly, offerors who do not currently hold AS9100 and ISO 9001 certification are not eligible for award under this solicitation.
